The Consultation among Director-Generals of the Departments of Treaty and Law of the Ministries of Foreign Affairs of the Five Permanent Members (P5) of the United Nations (UN) Security Council Held in Bordeaux of France

From June 28 to 29, 2018, Deputy Director-General of the Department of Treaty and Law of the Ministry of Foreign Affairs Ma Xinmin led a delegation to Bordeaux of France and co-chaired the Consultation among Director-Generals of the Departments of Treaty and Law of the Ministries of Foreign Affairs of the Five Permanent Members (P5) of the United Nations (UN) Security Council with Director-Generals (Legal Advisors) of the Departments of the Treaty and Law of the Ministries of Foreign Affairs of the United States, Russia, the United Kingdom and France. The five sides exchanged in-depth views centering on the latest progress of domestic laws of each country, immunity of state and their officials, the relevant legal issues related to the Treaty on the Prohibition of Nuclear Weapons, the work of the UN International Law Commission, the work of international judicial and arbitral institutions, the follow-up negotiations of the Paris Agreement on Climate Change, and the international environmental law.

During their stay in Bordeaux, the P5 Director-Generals (Legal Advisors) of the Departments of the Treaty and Law also visited at invitation the National College for Magistrates of France, during which they held discussions and on-site interactions with over 300 French judges and prosecutors on the topic of domestic judges and international law. Deputy Director-General Ma Xinmin introduced the important role of the Chinese judges in ensuring the compliance and clarification of the rules of international law and promoting international judicial cooperation and the codification of international law, and answered relevant questions.
