The Ministry of Foreign Affairs and the Ministry of Ecology and Environment Hold a Media Briefing on China's Position Paper for the United Nations (UN) Summit on Biodiversity

On September 25, 2020, the Ministry of Foreign Affairs and the Ministry of Ecology and Environment co-hosted a media briefing on China's position paper for the United Nations (UN) Summit on Biodiversity. Jia Guide, Director-General of the Department of Treaty and Law of the Foreign Ministry, and Cui Shuhong, Director-General of the Department of Nature and Ecology Conservation of the Ministry of Ecology and Environment, answered questions on China's position paper "Building a Shared Future for All Life on Earth: China in Action". Jia Guide elaborated on the background, considerations and highlights of the position paper. Jia Guide noted, the UN Summit on Biodiversity is to be held on September 30, where leaders will discuss global governance on biodiversity, and President Xi Jinping will attend the summit via videolink and deliver an important speech. To share with the international community China's achievements in building ecological civilization, introduce China's contributions to global biodiversity governance and China's propositions on it, and call on more countries and stakeholders to join hands to address the challenges of global biodiversity loss, the Ministry of Foreign Affairs and the Ministry of Ecology and Environment jointly released China's position paper "Building a Shared Future for All Life on Earth: China in Action".

The position paper systematically elaborates on China's experience, progress, position and propositions on biodiversity conservation from the perspectives including philosophy of ecological civilization, domestic policies and measures, promoting sustainable development, engagement of the entire society, global biodiversity governance, international exchanges and cooperation. As stated in the position paper, China will remain committed to pursuing green development and constantly promote ecological civilization construction. China will continue to hold high the banner of multilateralism and is committed to the vision of building a community with a shared future for mankind. China will actively participate in global biodiversity governance and contribute China's wisdom to global ecological civilization and to a shared future for all life on Earth.

Jia Guide also answered journalists' questions on the philosophy of ecological civilization, China's contributions to global environmental governance and international environmental cooperation. Jia Guide said, China's ecological civilization is an important part of global environmental governance. China has always been an active promoter of global environmental governance and an important participant in and contributor to international environmental treaties. At the General Debate of the 75th Session of the UN General Assembly, President Xi Jinping announced that China will scale up its intended nationally determined contributions by adopting more vigorous policies and measures. China aims to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060. This goal is of great significance. As a group of developed countries, the European Union (EU) declared its goal of achieving carbon neutrality by 2050. And China, the largest developing country, has set the goal to achieve the same result by just a decade later. In terms of timespan, the EU peaked carbon emissions in 1990 and will become carbon-neutral 60 years later, while China is striving to peak by 2030 and to become carbon-neutral 30 years later. The contrast between 60 and 30 years underscores the importance of this policy declaration. The declaration demonstrates the world's largest developing country's firm determination to actively address climate change and pursue a green and low-carbon development path, China's staunch support for multilateralism and compliance with the Paris Agreement, China's vision of joining hands with other countries to build a vibrant, clean and beautiful world, and China's responsibility of building a community with a shared future for mankind.

Cui Shuhong answered journalists' questions on China's achievements in biodiversity conservation, the situation of global biodiversity governance, the preparation of the 15th Conference of the Parties (COP15) to the Convention on Biological Diversity, and social participation in biodiversity conservation.
