II. China and the Regional Fishery Management

The 6th and 7th sessions of the Multilateral High-Level Meeting on the Conservation and Management of Highly Migratory Fish Stocks in the Central and Western Pacific were held in Hawaii in April and August respectively to continue the negotiations and eventually adopted The Convention on the Conservation and Management of the Highly Migratory Fish Stocks in the Central and Western Pacific. The Chinese Government sent a delegation to the sessions and actively participated in the negotiations on the draft text of the convention. In consideration of the fact that Taiwan has more fishing activities in the Central and Western Pacific and for the purpose of the better realization of the aim of the conservation and management of the fishery stocks in the Central and Western Pacific by the convention, the Chinese Delegation held that Taiwan may participate in the activities of the management mechanism of the convention in the name of Chinese Taipei fishing entity, but had no qualifications to become a contracting party and a member of the commissions set up by the convention. After repeated consultations by various parties, the Chinese Taipei fishing entity did not possess the status of a contracting party of the convention and a member of the commissions, but was allowed to participate in the activities of the commissions. When the draft text of the convention was put to voting for adoption, as it still contained some contents unacceptable to the Chinese side, China cast a vote of abstention (Japan and the Republic of Korea opposed, Tonga and France abstained) and stated that it reserved the right to take further actions over the convention.

This year, China also sent delegations to attend the 52nd Annual Meeting of the International Commission on Whaling, the 12th Special Meeting of the Atlantic Tuna Commission, the 5th Annual Meeting of the Indian Ocean Tuna Commission and actively participated in the relevant discussions.
