On November 16, 2021, Assistant Foreign Minister Wu Jianghao, upon invitation, held exchanges with members of Singapore's Study Programme for Permanent Secretaries on issues such as China-Singapore relations and China's foreign policies via video link.

Wu Jianghao said that under the strategic guidance of the leaders of the two countries, China-Singapore relations developed smoothly with deeper bilateral cooperation at all fronts, demonstrating forward-looking, strategic, and exemplary implications. Since the outbreak of COVID-19, the two countries have helped each other and coordinated COVID-19 response and development cooperation. President Xi Jinping and Prime Minister Lee Hsien Loong had a phone conversation in October, which set out a new blueprint for the development of bilateral relations in the next phase. The two sides need to take it as guidance, steer the future direction, enhance coordination, grasp opportunities, and promote the development, prosperity and stability of the two countries and the region amid the changes rarely seen in one hundred years.

Wu Jianghao said that the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC) was successfully convened recently. It reviewed and adopted the Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party over the Past Century, which took stock of the CPC's tenacious struggle in the past 100 years in a scientific and systematic way. The CPC led the Chinese people to achieve national independence, liberation and remarkable national development achievements and make enormous contributions to world peace and development. The concept of building a community with a shared future for mankind put forward by President Xi Jinping has become a banner leading trends of the times and human progress. China will continue to take Xi Jinping Thought on Diplomacy as guidance, further promote major-country diplomacy with Chinese characteristics in the new era, and make new and greater contributions to human progress.

Wu Jianghao also answered questions on China-U.S. relations raised by members of the Study Programme for Permanent Secretaries.

The Singaporean side expressed its congratulations on the successful convening of the Sixth Plenary Session of the 19th CPC Central Committee and spoke highly of the positive progress in Singapore-China relations and China's achievements in COVID-19 response and development. The members of the Study Programme said that they benefit a lot from the exchanges, and they are willing to contribute their comments and strength to the development of Singapore-China relations.

Singapore's Study Programme for Permanent Secretaries, attended by 26 permanent secretary-level (vice minister-level) officials from the Singaporean government and armed forces, is an important training session for senior Singaporean officials.
