China and Japan Hold the 17th Security Dialogue

On February 22, 2023, Vice Foreign Minister Sun Weidong and Japanese Senior Deputy Minister for Foreign Affairs Shigeo Yamada chaired the 17th China-Japan security dialogue in Tokyo. Deputy Director of the Office for International Military Cooperation of the Central Military Commission Zhang Baoqun and Deputy Director-General of the Defense Policy Bureau of the Defense Ministry of Japan Atsushi Ando were present at the dialogue.

The two sides briefed on their respective foreign security philosophy and defense policy, and had in-depth exchanges of views on a wide range of topics of mutual interest and concern. The two sides agreed that as close neighbors and important countries in the region and the world, China and Japan should strengthen dialogue and communication, properly manage and handle disputes and differences, work together to enhance mutual trust and advance cooperation, implement the important consensus reached by the leaders of the two countries on building constructive and stable China-Japan relationship fit for the new era, and make greater contributions to peace, stability, development and prosperity of the region and the world at large. The two sides agreed to maintain close contact within the framework of the maritime and air contact mechanism between the defense departments of the two countries and start an early operation of  the direct phone line.

The Chinese side elaborated on the Global Security Initiative and other policies and propositions in a comprehensive and in-depth way and expressed its firm position and serious concern over Japan's efforts to advance its military build-up, hype up the "China threat" in its defense security policy documents, strengthen military and security ties with non-regional forces in neighboring areas, and continue its negative moves on issues concerning China's core and major interests such as Taiwan and the South China Sea. China urges Japan to correct its mistakes and perception, honor its commitment to the path of peaceful development and the one-China principle with real actions, and commit itself to building constructive security relations with China.

The two sides agreed that the dialogue has enhanced mutual understanding and is of positive significance.
