China and Vietnam Hold the Plenary Meeting of the Governmental Delegation on Border Negotiation

On January 24, 2019, Head of the Chinese Government Delegation and Vice Foreign Minister Kong Xuanyou and Head of the Vietnamese Government Delegation and Deputy Foreign Minister Lê Hoài Trung held the Plenary Meeting of the Governmental Delegation on Border Negotiation in Lao Cai City, Vietnam. Representatives from relevant departments and local governments of the two countries attended the meeting.

Both sides made positive comments on the important role of China-Vietnam governmental border negotiation mechanism in deepening practical cooperation, properly managing disputes, and pushing forward the healthy and steady development of bilateral relations, and highly appreciated the achievements made by the working groups on sea area outside the mouth of Beibu Bay, on cooperation on less sensitive sea issues and on joint maritime exploration as well as joint committee on land border under the China-Vietnam governmental border negotiation mechanism. Both sides reaffirmed efforts to continue to well implement the major consensus reached by leaders of the two Parties and two countries, further enhance negotiation and cooperation, move forward maritime cooperation and joint exploration, and jointly safeguard peace and stability of the South China Sea, so as to benefit the two countries and peoples.

The two sides fully recognized the outcomes of the two countries in land border management and joint exploration, and agreed to continue to improve the level of legalization, institutionalization and standardization of border management, and enhance border control and law enforcement cooperation in the border areas to jointly crack down on various cross-border criminal activities and maintain sound order in the border areas between the two countries. The two sides agreed to further enhance port gate opening and management cooperation, move forward relevant port gate opening and upgrading, vigorously develop port economy, step up infrastructure building and customs facilitation measures, and promote people-to-people exchanges and infrastructure connectivity, so as to serve the development of the border areas and increase the well-being of border residents from both sides.

Both sides stressed that they will continue to well implement the consensus reached by leaders of the two Parties and two countries and the Agreement on the Basic Principles Guiding the Settlement of Sea-related Issues Between the People's Republic of China and the Socialist Republic of Vietnam, give full play to the governmental border negotiation mechanism and relevant working groups, continue to strengthen exchanges and cooperation, enhance mutual trust, explore basic and enduring solutions acceptable to both sides, and work jointly to maintain peace and stability on the sea and push forward the constant and forward-looking development of China-Vietnam comprehensive strategic cooperative partnership.

On the sidelines of the Plenary Meeting of China-Vietnam Governmental Delegation on Border Negotiation, the two vice foreign ministers also held China-Vietnam consultation at vice-foreign ministerial level. Both sides reviewed the positive progress made in China-Vietnam relations last year and exchanged in-depth views on such topics as further implementing the consensus reached by the top leaders of the two Parties and two countries, continuously pushing forward China-Vietnam comprehensive strategic cooperation and consolidating the momentum of sound development of bilateral ties.
