Vice Foreign Minister Le Yucheng Attends Video Conference of CICA SOC Video Meeting

On December 11, 2020, Vice Foreign Minister Le Yucheng attended and addressed the video meeting of the Senior Officials Committee (SOC) of the Conference on Interaction and Confidence-Building Measures in Asia (CICA).

Le Yucheng said that throughout its 28 years' history, CICA keeps pace with the times and devotes itself to the peace and development of Asia by building interactions and confidence between countries and maintaining regional safety and stability. Nowadays, CICA should stress the important missions given by the times, make more cooperation practices, and observe the idea of a community with a shared future for mankind so as to make important contributions to the mutual respect and trust, safety and stability, development and prosperity, openness and inclusiveness, cooperation and innovation in the continent.

Le Yucheng pointed out that CICA should be a promoter of solidarity in the combat against COVID-19. China stands ready to deepen the cooperation with all sides in pandemic control and proposes "traditional medicine" as a focal point for CICA's confidence measures in human dimensions for making use of countries' traditional medicine strengths and improving public health and welfare. CICA should take the proper path of pandemic control, oppose the politicization and stigmatization of COVID-19, so as to maximize the synergy of countries and build a global community of health for all.

CICA should act as a builder of regional peace. It should uphold the common, comprehensive, cooperative and sustainable new security concept, and use dialogue to solve disagreements and negotiation to settle disputes. We should join hands to tackle new threats and new challenges, carry out communication and dialogues, and together maintain biosecurity, data security and outer space security. China welcomes all sides to discuss and draft the global digital governance rules based on the "global data security initiative" proposed by China.

CICA should work as a contributor to regional development. It should spare no efforts to liberalize and facilitate trade and investment by referring to China's successful experiences in signing the Regional Comprehensive Economic Partnerships (RCEP) with relevant countries.

CICA should be a defender of international order. It should continue to advocate and implement multilateralism, maintain the UN-centric international system, and safeguard the basic norms governing international relations based on the UN Charter.

Le Yucheng added that the Fifth Plenary Session of the 19th CPC Central Committee has recently adopted the proposal on developing the 14th Five-year Plan and the Long-range Objectives through the Year 2035, outlining a great blueprint for the new journey to build a great modern socialist country. China will remain committed to greater openness and instill positivity to the economic development and rejuvenation of countries including CICA countries.

The meeting was presided over by the First Deputy Foreign Minister Shakhrat Nuryshev of CICA Chairmanship Kazakhstan. Representatives of CICA Member States including China, Russia, Turkey and India attended the meeting and exchanged views on deepening CICA cooperation in all fields and perfecting CICA mechanisms.
