Joint Statement Signed by the Chinese and Russian Heads of States

At the invitation of Vladimir Put in, President of the Russian Federation, Jiang Zemin, President of the People's Republic of China, paid a state visit to the Russian Federation from July 15 to 18, 2001. The Chinese and Russian heads of states earnestly reviewed the course of development of Sino-Russian relations in the past decade and pointed out that it was a correct historical choice to establish a strategic partnership of cooperation based on equality and trust and which has a decisive significance in consolidating all-round cooperation between the People's Republic of China and the Russian Federation, strengthening friendship between the Chinese and Russian people and establishing a just and fair new international order. The two sides defined a long-term plan for the development of bilateral ties in the 21st century.

The Chinese and Russian heads of states point out with satisfaction that with the advent of the 2lst century, the socio-political and economic foundation of Sino-Russian relations are becoming ever stronger. Both China and Russia stand ready to strengthen good neighborliness and friendship from generation to generation, deepen their pragmatic cooperation of mutual benefit and exert efforts aimed at common development and prosperity. The two countries will further expand mutual co-ordination in international affairs, promote world peace and stability and work towards the establishment of a multi-polar world.

To this end, the Chinese and Russian heads of states declare as follows:

1. The "Treaty of Good Neighborliness and Friendly Cooperation Between the People's Republic of China and the Russian Federation" signed by the Chinese and Russian heads of states on l6 July, 2001 is an important milestone in the history of state-to-state relations between the two countries and marks a new stage in bilateral ties. As a programmic document which guides the development of Sino-Russian relations in the new century, it epitomizes the major principles, spirits and results of Sino-Russian relations on the basis of summing up historical experiences and legalizes the peaceful philosophy of the two countries and peoples that they will "live in lasting friendship and will never be adversary against one another.? The Treaty affirms that the two countries friendly ties are a new type of state-to-state relations which is non-alliance non-confrontation and not targetting at third countries. The Chinese and Russian heads of states firmly believe that with the Treaty serving as a solid foundation, Sino-Russian relations will definitely reach a new and even higher degree of development during this century.

2. The Chinese and Russian heads of states reaffirms that they will continue to maintain high level mutual visits and the tradition and mechanism of regular meetings between the two countries and conduct periodic exchanges of views on major bilatera1 and international issues. The foreign affairs, national defence, judiciary, economic, science and technology affairs departments of the two countries will step up their co-ordination and cooperation. By expanding friendly exchanges and cooperation in the field of education, culture, health and sports, it will serve to strengthen and consolidate the social basis in good neighborliness and friendship and mutual trust between the two states. The Sino-Russian Committee on Friendship, Peace and Development will have a significant role to play in this regard.

3.The Chinese and Russian heads of states hold that earnest implementation of the agreements reached between the two sides in trade, science and technology and other areas will continuously reinforce the material basis of Sino-Russian strategic partnership of co-ordination characterized by equality and mutual trust.

To enhance the level of cooperation in trade, science and technology, the two sides will actively promote cooperation in the following areas: major cooperative projects in petroleum and gas, science and technology; participation by Russian enterprises in the development of China's western region; nuclear energy, .electric power and manufacturing of machinery for energy resources, telecommunication, information industry, supply and joint manufacture of civil aircraft and manufacture of ship vessels; peaceful development of cosmic space; participation by big Chinese enterprises in the development of Russian forest resources, transport infra-structure and investment in production cooperation; environmental protection etc.

The Chinese and Russian heads of states express that they will exert joint efforts to create favorable conditions for economic and trade cooperation, improve mutual settlement mechanism between the banks, including direct mutual settlement between the banks of the two countries, improve the quality of services in financing, improve the efficiency of Sino-Russian commercial arbitration mechanism and provide information assurances in economic links.

Because of the above-mentioned reasons, the Chinese and Russian heads of states attach great importance to the Sixth regular meeting between the premiers of the two countries to be held in Saint Petersburg in September 2001. This meeting will provide new impetus, to long-term Sino-Russian economic cooperation.

4.The Chinese and Russian heads of states point out that the two sides will continue to make efforts so that the boundary between China and Russia will become a boundary of good neighborliness and friendship, everlasting peace, trust and cooperation of mutual benefits. The two sides are of the view that the smooth implementation of the "Agreement On Joint Use of Certain Islets in Border Rivers and Surrounding Waters For Economic Purposes Between the People's Republic of China and the Russian Federation" signed in December 9, 1999 indicates that both sides have the political resolve to settle the issues left over from history.

With constructive and pragmatic spirit, China and Russia stand ready to accelerate the mapping out of an ideal resolution plan mutually acceptable to both parties on sectors of the boundary between the two countries where unanimity has yet to be reached through consultations. Prior to this, the status quo in such sectors will be maintained.

5. The Chinese and Russian heads of states point out that to implement the agreement on deepening trust between their militaries and reducing military forces in border areas signed between China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan in April 26, 1996 and April 24, 1997 respectively will be favorable to peace, tranquility and stability in the border areas and will be of benefit to the signatory states in developing good neighborly relations between them. The establishment of the "Shanghai Cooperative Organization" and the participation of Uzbekistan as a founding member state is a major step to consolidate the security and stability of the central Asian region as well as the whole Asian and Pacific region and develop relations of good neighborliness, trust and cooperation in the region.

6.The Chinese and Russian heads of states point out that national independence, sovereignty and territorial integrity constitute the key elements of international law, the fundamental principle governing the norms of international relations as well as the indispensable condition for the existence of any state. It is the legitimate rights of any state to resolutely strike back at any attempt or action which undermines the above-mentioned principle. China and Russia firmly support each other in adopting the policy and action on the issue of safeguarding national unity and territorial integrity.

The spread of terrorism, separatism and extremism constitute a serious threat to the security of sovereign states and the peace and stability of the world. The Chinese and Russian heads of states hold that the above phenomenon can only be resisted and solution of such issues brought about if we join hands and make common efforts.

To this end, China and Russia are determined to adopt bilateral and multi-lateral concrete steps directed at such phenomenon.

7. The Chinese and Russian heads of states are of the view that to promote the course of multi-polarity in the world is of benefit to the establishment of a new international order which is stable, democratic, non-confrontation, fair and just. Objectively speaking, such a trend accords with the fundamental interests of all states.

The Chinese and Russian heads of states point out that efforts to establish a just and fair new international order are currently confronted with a series of challenges. China and Russia will make joint efforts to strengthen the leading role of the United Nations and its Security Council in international affairs and oppose any attempt to undermine the basic norms of international relations by resorting to such arguments as "humanitarian intervention" and "limited sovereignty" and so on.

The Chinese and Russian heads of states hold that it is of particular importance to give full play to the potentials of the United Nations so that the interests brought about by economic globalization and the results of world economic growth could be more equitably distributed, minimize the increasing discrepancies between the north and the south and ensure that all states enjoy equal acceess to advanced information and telecommunication technologies. The emphasis of economic globalization should be directed at eliminating inequality and poverty, promote development and social security and improving the quality of life of the people.

It is the view of the Chinese and Russian heads of states that solutions to such questions as the Middle East, Iraq, Kosovo (Yugoslav Federal Republic), Afghanistan etc. can only be found through peaceful negotiations which conforms to the interests of the parties involved.

China and Russia share consensus on the issue of ensuring the security and stability of their neighboring regions. China and Russia will participate in ensuring the stability and security of the Asian and pacific region and consolidate the confidence and cooperation in that region on a bi-lateral and multi-lateral basis.

8. The Chinese and Russian heads of states attach utmost importance to the following issues, namely, reinforce the global and regional strategic stability, uphold the treaty regimes which have already come into being in the areas of arms control and disarmament, promote the course of preventing the proliferation of weapons of mass destruction and its means of delivery, non-proliferation of weapons in outer space, ensure the security interests of all states without exception. The position of China and Russia on the above-mentioned issues has always been consistent.

The Chinese and Russian heads of states reiterate their stand as manifested in their Joint Statement on ABM signed in Beijing on July l8, 2000. They stress that the "ABM Treaty" is of extreme importance. It is the cornerstone of strategic stability and the foundation for the reduction of offensive strategic weapons. They both endorse that the Treaty should be maintained as it is in its present form. They both advocate under the premise of upholding and abiding by the "ABM Treaty" to further reduce offensive strategic weapons.

It is the view of the Chinese and Russian heads of states that the international community should redouble their efforts to prevent the proliferation of missiles and missile technology and further explore the possibility of establishing a global regime for the prevention of missiles proliferation on the basis of equality and non-discrimination and with the participation of all states.

The Chinese and Russian heads of states hold that the deployment of weapons in outer space must be strongly prevented and an international legal document must be concluded to prohibit the deployment of weapons in outer space. To this end, China and Russia advocate multi-lateral talks on this issue at the Committee on Disarmament, set up a special ad hoc committee on the prevention of arms race in outer space and to grant such committee with the function of holding talks.

The Chinese and Russian heads of states reiterate that they will adhere to the "Final Document" of the 2000 Review Conference of the "Treaty on the Non-Proliferation of Nuclear Weapons" and will strengthen cooperation in the areas of nuclear non-proliferation and disarmament, including urging all members of the international community to acceed to the "Treaty on the Non-Proliferation of Nuclear Weapons".

The Chinese and Russian heads of states stand for the speedy restarting of the work of the Disarmament Committee including initiating talks as quick as possible on the formulation of a treaty on the prohibition of the production of fission material in manufacturing nuclear weapons and other explosive devices.

9. President Jiang Zemin of the People's Republic of China incites President Putin of the Russian Federation to pay a state visit to the People's Republic of China in 2002 at his convenience. President Putin expresses his gratitude and accepts the invitation with pleasure. The concrete time of the visit will be worked out and decided through diplomatic channel.
