Joint Press Communiqué Between the People's Republic of China and the United Mexican States

I. At the invitation of President Hu Jintao of the People's Republic of China, President Felipe Calderón of the United Mexican States paid a state visit to China from 9 to 12 July 2008.

II. During the visit, President Hu Jintao had talks with President Felipe Calderón. NPC Chairman Wu Bangguo and Premier Wen Jiabao met with President Felipe Calderón respectively. In a cordial and friendly atmosphere, the leaders of the two countries had in-depth exchange of views on bilateral relations and international and regional issues of mutual interest and reached broad agreement.

III. The two heads of state held that the strategic partnership between the two countries has been deepening on all fronts and the mutually beneficial and friendly cooperation has been productive in recent years. They agreed to build a strategic dialogue mechanism to further strengthen strategic trust and cooperation between the two countries on important bilateral and multilateral issues.

IV. The Mexican president reaffirmed the Mexican Government's commitment to the one China principle, the foundation of the bilateral relations, and its respect and support for the Chinese Government's position on Taiwan related issues. He also reaffirmed the Mexican Government's position that Tibet is an inalienable part of the Chinese territory and Tibetan affairs belong to China's internal affairs. China expressed appreciation to the position of Mexico.

V. The two heads of state expressed congratulations on the successful convening of the Third Meeting of the Permanent Commission between the two governments today in Beijing and agreed to further improve and strengthen the mechanism of the permanent commission.

VI. The two sides expressed satisfaction with the progress in the bilateral economic cooperation and trade. They reaffirmed their commitment to further identifying and implementing concrete cooperations in such areas as infrastructure, transportation, communication, energy, mining, agriculture, fishery, environmental protection and customs to encourage and promote mutual investment so as to bring the economic cooperation and trade to a higher level.

VII. The two heads of state expressed their readiness to further strengthen exchanges and cooperation in areas such as education, science and technology, culture, health and medicine, tourism, social development and prevention of disasters which will promote the mutual understanding and friendship between the two peoples.

VIII. The two heads of state agreed to further strengthen coordination in the United Nations and other international and regional organizations for multi-lateralism, consolidate and maintain solidarity among the five developing countries, further coordinate positions and promote equal, practical and productive dialogues with the G8, and continue dialogue, communication and coordination on essential issues such as the UN reform, climate change, South-South cooperation, energy security, food security and human rights.

IX. President Felipe Calderón wished the 2008 Olympic Games and the 2010 Shanghai World Expo a success and confirmed Mexico's participation in the Shanghai World Expo.

X. The two heads of state witnessed the signing of the following agreements: Treaty Between the People's Republic of China and the United Mexican States on Extradition, Agreement Between the Government of the People's Republic of China and the Government of the United Mexican States on the Promotion and Reciprocal Protection of Investment, Protocol Between the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Secretary of Agriculture, Livestock, Rural Development, Fisheries and Food of the United Mexican States on Inspection, Quarantine, Veterinary and Health Requirement to Export and Import of Pork Between China and Mexico, Technical Cooperation Agreement on Social Assistance and Social Welfare Between the Ministry of Civil Affairs of the People's Republic of China and the Ministry of Social Development of the United Mexican States, Cooperation Programme 2008-2010 Between the State Council Leading Group Office of Poverty Alleviation and Development of the People's Republic of China and the Ministry of Social Development of the United Mexican States and Minutes of the Third Meeting of the Permanent Commission between the Government of the People's Republic of China and the Government of the United Mexican States.

XI. President Felipe Calderón expressed his sincere thanks to President Hu Jintao and other Chinese leaders for the warm welcome and hospitality extended to him and his delegation during the visit and invited President Hu for another visit to Mexico. President Hu expressed his thanks for the invitation.
