Joint Statement on Strengthening Comprehensive Strategic Partnership between the People's Republic of China and The Republic of Indonesia

Beijing, 26 March 2015

1. At the invitation of President Xi Jinping of the People’s Republic of China, President Joko Widodo of the Republic of Indonesia paid a state visit to China and attended the Boao Forum for Asia (BFA) Annual Conference from 26 to 28 March 2015.

2. During the visit, President Xi Jinping and President Joko Widodo held friendly talks, had an in-depth exchange of views on bilateral relations and a wide range of international and regional issues of shared interest, and reached important consensus. Premier Li Keqiang of the State Council and Chairman Zhang Dejiang of the Standing Committee of China's National People's Congress will also meet with President Joko Widodo.

3. The two Presidents expressed their satisfaction with the development of bilateral relations, stressing that since the establishment of comprehensive strategic partnership, the two countries have deepened political mutual trust, reaped rich fruits in practical cooperation, and strengthened people-to-people and cultural exchanges. The continuous deepening of China-Indonesia relations serves the common interests of the peoples of the two countries, and greatly contributes to regional peace and stability and world development and prosperity. The two sides should make joint efforts to highlight the distinctive features of the comprehensive strategic partnership, namely sovereign equality, mutual respect,mutual trust,mutual benefit, reciprocity, unity and coordination, in the new era.

4. The two Presidents held the view that China and Indonesia share extensive interests in regional and multilateral arenas. As important partners in maintaining regional peace and stability, promoting world prosperity and development, advancing South-South cooperation, and addressing global issues, the two countries should strengthen strategic communication and coordination.

The two Presidents agreed to enhance cooperation in the priority areas as follows:

Political, Defense and Security

5. The two sides agreed to maintain high-level exchanges, enhance interaction and communication between the Leaders of the two countries, develop a master plan for bilateral relations and conduct timely exchange of views on bilateral relations and issues of shared interest to promote mutual trust and build up consensus. The two Presidents agreed to sign the Five-Year Plan of Action for China-Indonesia Comprehensive Strategic Partnership at an early date. The two Presidents also agreed that, as an integral part of the Comprehensive Strategic Partnership between China and Indonesia, both sides should actively promote concrete, doable and mutually beneficial cooperation projects in various areas.

6. The two sides agreed to fully leverage the role of cooperation mechanism in various areas and at various levels, such as the Bilateral Dialogue between China’s State Councilor and Indonesia’s Coordinating Minister for Political,Legal and Security Affairs and the High-Level Economic Dialogue between China’s State Councilor and Indonesia’s Coordinating Minister for Economic Affairs,as well as Joint Commission for Bilateral Cooperation between the Ministers of Foreign Affairs of the two countries, so as to better coordinate bilateral cooperation in various fields, and make scientific design and overall plan for deepening China-Indonesia comprehensive strategic partnership. The two Presidents endorsed the establishment of the People-to-People Exchange Mechanism at the Coordinating Minister-Vice Prime Ministerial Level between China and Indonesia to be led by China’s Vice Premier for people-to-people exchanges and Indonesia’s Coordinating Minister for Human Development and Cultural Affairs.

7. The two sides agreed to further enhance cooperation in judicial and law enforcement affairs, especially in combating transnational crimes, anti-drug trafficking, anti-corruption, extradition of corrupt officials who have fled abroad and asset recovery, cyber-security, enhancing border entry and exit management, law enforcement capacity building, and exchanging support in intelligence sharing, investigation, arrest and repatriation of suspects. The two sides would sign the Agreement/ Memorandum of Understanding on Cooperation in Preventing and Combating Transnational Crime between the Ministry of Public Security of China and the Indonesian National Police at an early date. The two sides will continue to provide support for each other in law enforcement training, technology and equipment within the realm of their respective capabilities.

8. The two sides agreed that terrorism is the common enemy of humanity. The two sides will strengthen cooperation in intelligence exchange, joint investigation, countering cyber terrorism and eradication of extremism, and jointly deal with the threat of international terrorism. The two sides will actively support each other in building their respective anti-terrorism capabilities.

9. The two sides spoke highly of the fruits of bilateral defense cooperation and were committed to further strengthening high-level military exchanges, making good use of such mechanisms as defense and security consultation, joint commission of defense technology and industry, as well as navy dialogue. The two sides agreed to raise the level of cooperation in joint exercises and training, military industry and trade, mutual visits of military vessels, personnel training and multilateral security. The two sides agreed to encourage the establishment of dialogue forums between other armed forces of the two countries.

10. The two Presidents agreed that the two sides will give each other firm support on important issues concerning their respective core interests, continue to uphold the five principles of peaceful coexistence, and respect each other’s sovereignty, independence and territorial integrity. President Xi Jinping reaffirmed China’s support for the efforts of the Indonesian government to maintain national unity and territorial integrity. President Joko Widodo reiterated Indonesia’s firm commitment to the One China Policy, and support for China's peaceful reunification.

Trade, Investment and Economic Development

11. The two sides held the view that the initiative of the 21st-Century Maritime Silk Road proposed by President Xi Jinping and the strategy of the Global Maritime Fulcrum initiated by President Joko Widodo are highly complementary to each other. The two sides agreed to synergize them to each other’s advantages, strengthen strategy and policy communications, advance maritime infrastructure connectivity, deepen cooperation in industrial investment and major project construction, enhance practical cooperation in maritime economy, maritime culture, maritime tourism, so as to develop a Maritime Partnership together.

12. The two sides welcomed the first meeting of the High Level Economic Dialogue in Beijing on 26 January 2015. Both sides pledged to actively implement The Five-Year Development Plan of China-Indonesia Economic and Trade Cooperation and to finalize the List of Priority Projects at an early date with a view to bolstering investment and long-term, healthy, balanced and sustainable growth of bilateral trade cooperation. The two sides agreed to implement the related free trade agreements between China and ASEAN, so as to improve overall market access conditions. The two sides welcomed the signing of the Memorandum of Understanding between the National Development and Reform Commission of the People’s Republic of China and the Coordinating Ministry for Economic Affairs of the Republic of Indonesia on Economic Cooperation.

13. China agreed to encourage its enterprises to increase imports of Indonesian products and support Indonesian enterprises in holding trade-promotion activities in China. The two sides agreed to expand two-way investment, encourage their enterprises to invest in the other side and support the discussion on the possibility of a new China-Indonesia agreement on investment protection to protect the lawful rights of investors taking into account certain laws and regulations of both countries. The two sides welcomed the signing of the Memorandum of Understanding on Mutual Support of Cooperation between the Chinese Qualified Enterprises and Indonesia State-owned Enterprises.

14. Both sides agreed to deepen infrastructure and industrial cooperation, encourage the enterprises of both countries to conduct exchanges and cooperation in the above-mentioned areas such as railways, roads, ports, docks, airports, electric-power, solar-power, steel, nonferrous metal, shipbuilding and building materials. The two sides agreed to maintain close communication on the development of the Bitung Economic Special Zone and other projects, and explore specific ways and methods for carrying out cooperation. The two sides welcomed the signing of the Memorandum of Understanding on Infrastructure and Industrial Cooperation and Memorandum of Understanding on Cooperation on the Jakarta-Bandung High Speed Rail Project between the National Development and Reform Commission of the People’s Republic of China and the Ministry of State-owned Enterprises of the Republic of Indonesia.

15. The two sides support the enterprises of both countries to conduct cooperation on the lease and operation of the first-phase 10,000MW coal power plants in Indonesia. The Chinese side welcomed Indonesia’s new plan to develop power plants for the next five years and agreed to encourage Chinese enterprises to look for mutually beneficial investment opportunities. The Indonesia side welcomed the Chinese side to participate in the construction of the 35,000MW power plant in the next phase and stands ready to explore cooperation in the planning, construction, operation and maintenance of electrical grids with the Chinese side. The two sides agreed to conduct cooperation on the construction of power plant through environmentally sustainable technologies on a mutually beneficial basis.

16. The two sides promised to speed up the construction of China-Indonesia Integrated Industrial Parks and establish the inter-governmental coordinating committee as soon as possible. The Indonesian side will introduce preferential policies for the industrial parks to provide safeguard and facilitation for more Chinese enterprises to enter the park in accordance with the Indonesian laws and regulations, so as to accelerate the development of the Industrial Parks.

17. The two sides agreed to better leverage the role of the China-Indonesia Energy Forum, hold the 5th China-Indonesia Energy Forum at an early date, strengthen cooperation in the development, refinery and storage of land-sea oil and gas resources as well as coal mining and power generators, explore cooperation in clean energy sectors such as water, solar and wind power, work for the early signing of the Arrangement between the Government of the People’s Republic of China and the Government of the Republic of Indonesia for Cooperation in Peaceful Uses of Nuclear Energy and push for multi-level and wide-ranging energy cooperation between China and Indonesia.

18. The two sides agreed to make full use of the China-Indonesia Joint Committee on Agriculture, strengthen cooperation in the fields of hybrid rice planting, commercial crops development, agriculture technology exchange, food safety and animal disease prevention and control, and explore the feasibility of establishing the Agriculture Cooperation Industrial Park and the Rice Cooperation Production Park. The two sides will strengthen cooperation in inspection and quarantine to facilitate trade in agriculture products.

19. China will continue to provide financing support for Indonesia’s infrastructure construction and large projects through bilateral and multilateral financial channels. The two sides agreed to strengthen cooperation in the implementation of bilateral local currency swap agreement and explore the possibility of further enlarging the scale of local currency settlement. The two sides applauded the significant role of Asian Infrastructure Investment Bank (AIIB) in promoting regional connectivity and economic development and were committed to making joint efforts with the related parties to build AIIB into a professional and efficient platform for infrastructure investment and financing.

20. The two sides agreed to actively conduct taxation cooperation and work to enhance global taxation cooperation, combat international tax evasion and help developing countries and low-income countries build up capabilities in terms of taxation and related administration. The two sides agreed to create favorable taxation environment for investment, economic cooperation and trade between the two countries. The two sides welcomed the signing of the Protocol to and Memorandum of Understanding on the Agreement between the Government of the People’s Republic of China and the Government of the Republic of Indonesia for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income.

21. The two sides agreed to enhance air transport cooperation between the two countries so as to facilitate the growth of economic, trade and tourism relations, as well as people-to-people contact between China and Indonesia.

Maritime, Aeronautics, Science & Technology

22. The two sides applauded the progress the two countries had achieved in maritime cooperation and agreed to make full use of the China- Indonesia Maritime Cooperation Committee (MCC) and China-Indonesia Maritime Cooperation Fund (MCF) to speed up the implementation of such programs as “remote sensing satellite application ground station”, ”China-Indonesia joint table-top exercise of maritime search and rescue” and “the China-Indonesia center for ocean and climate”, and continue to strengthen practical cooperation in navigation safety, maritime security, maritime search and rescue, maritime scientific research and environmental protection. The two sides welcomed the signing of Memorandum of Understanding on Maritime Search and Rescue Cooperation between the Ministry of Transport of the People’s Republic of China and the National Search and Rescue Agency (BASARNAS) of the Republic of Indonesia.

23. The two sides fully recognized the important role of China-Indonesia Space Cooperation Committee in promoting space cooperation between the two countries, and welcomed the signing of the 2015-2020 Aerospace Cooperation Outline between National Space Administration of the People’s Republic of China and National Institute of Aeronautics and Space of the Republic of Indonesia which further made clear key areas and directions of China-Indonesia space cooperation in the future. The two sides agreed to strengthen cooperation in earth observation, satellite telecommunication, satellite navigation, satellite launching service, telemetry, tracking and control, sounding rocket, space facilities, satellite subsystem/instrument/component/material, space science, personnel training and education, and aeronautics technology, so as to raise the level of China-Indonesia space cooperation. The Indonesian side is ready to continue providing facilitation for Chinese vessels to carry out telemetry, tracking and control missions in Indonesian waters in accordance with the Indonesian national laws and bilateral agreements. Further, the Chinese side is ready to cooperate with the Indonesian side concerning with the capacity building on the sounding rocket technology.

24. The two sides advance the various cooperation initiatives under the framework of the Joint Committee on Science and Technology including the China-Indonesia Center for Technology Transfer, joint biological technology lab, remote satellite data sharing and service platform and exchange of young scientists, and explore cooperation on nuclear power technologies and science and technology innovation policies.

Cultural and Social Affairs

25. The year 2015 marks the 65th Anniversary of the establishment of China-Indonesia diplomatic relations. The two sides agreed that “partnership for peace and prosperity” will be the overarching theme of the 65th Anniversary. The two sides further agreed to jointly plan and hold celebration activities, sum up good experience, deepen mutual understanding and trust, and carry forward traditional friendship.

26. The two sides recognized the positive role of cultural centers in promoting national culture and enhancing mutual understanding, and stood ready to negotiate and sign at an early date the MOU on the establishment of cultural centers and, as soon as feasible, start the related construction. The two sides will also explore to the possibility of signing an inter-governmental cultural cooperation agreement and action plan on cultural exchanges to continuously enhance cultural exchanges between the two countries.

27. The two sides shared the view that youth is the future of bilateral relations, and enhancing youth exchanges could help carry forward the traditional friendship between the two countries into future generations and ensure the long-term sustainable development of China-Indonesia comprehensive strategic partnership. The two sides agreed to continue the annual 100 Youth Exchange Program. The Chinese side will continue to invite outstanding Indonesian youth representatives to participate in the ASEAN youth cadre training program.

28. The two sides agreed to enhance practical cooperation in student exchange, language education, higher education and vocational training under the framework of the relevant bilateral education cooperation agreements, and speed up the negotiations for the signing of the Agreement on the Mutual Recognition of Higher Education Degrees and Diplomas. The Indonesian side commended the important role of Confucius Institutes in promoting the Chinese language. The Chinese side welcomed the establishment of Indonesian Studies Centers in Beijing and Guangzhou. The Indonesian side offered the Chinese participants to take part in the Indonesian Arts and Culture Scholarship program as well as in the Senior-Level Diplomatic Training in Indonesia. The Chinese side will continue to provide scholarships to Indonesia through various channels, and welcome more Indonesian students to study in China.

29. China welcomed the recent announcement by the government of Indonesia to waive tourist visa requirements for Chinese citizens. The two sides agreed to further promote tourism cooperation so as to reach the annual target of over 2 million exchange of visits at an early date. The two sides also agreed to promote cooperation in cultural heritage tourism. In this regard, Indonesia invited Chinese tourists to appreciate its new tourism package to trace the voyage of Admiral Zheng He in Indonesia. The two sides were committed to exploring mutually beneficial projects and initiatives through the Indonesia-China Joint Working Group on Tourism Cooperation and enhancing consultation and coordination to synergize their positions on tourism issues discussed in multilateral fora. The two sides will also work to advance a collaborative program on ex-situ conservation of Giant Panda and Komodo Dragon.

30. The two sides will further expand exchanges and cooperation between their media agencies, think-tanks, colleges and universities and research institutes, and ensure the success of the relevant exchange activities, including "Experience China" and "Seminar on China-Indonesia Relations". China will continue to invite Indonesian religious figures to visit China.

International and Regional Affairs

31. The two sides held the view that, as two big developing countries, China and Indonesia share common interests and responsibilities in maintaining peace, stability and prosperity of Asia and the world. The two sides support multi-polarity and democracy in international relations and stand for international order and system developing towards justice and equity. The two sides shared the view that the international community should eliminate poverty, narrow the North-South gap, promote harmony and cooperation among civilizations, cultures and religions, as well as achieve common prosperity through dialogue and cooperation.

32. The two sides reaffirmed the important role of the United Nations in maintaining global peace and stability and promote common development, and were committed to strengthening the UN system with other members of the international community, in order to enable the UN to resolve global issues on an effective, reasonable and multilateral basis. The two sides recognized the significance of the 70th founding anniversary of the UN and stood ready to maintain communication and coordination in the series of UN commemoration activities. The two sides shared the view that the UN reform should be an all-dimensioned and multi-layered process as well as comprehensive, transparent, inclusive, and balanced in nature, and pursued in an effective and accountable manner, fully respecting the political nature of the Organization as well as its intergovernmental, universal and democratic character, consistent with the UN Charter. The two sides supported the reform of the Security Council with the purpose of better fulfilling its obligation to maintain international peace and security as stipulated in the UN Charter. The Security Council reform should be made to increase the representation and voice of developing countries, achieved by adopting a package solution through consultation which accommodates the interests and concerns of all parties through democratic and patient inter-governmental negotiations, so as to carry forward the reform in a way serving the UN’s overall interest and unity of all UN member states.

33. Both sides recognized the important role played by China and Indonesia in peace-keeping missions of the United Nations and welcomed the efforts by both sides to expand participation in the peace-keeping missions. The Chinese side welcomed Indonesia’s Vision 4,000 Peacekeepers. The two sides agreed to promote bilateral cooperation in peacekeeping.

34. The two sides shared the view that the Bandung Conference was a historical international conference held independently by Asian and African countries, and it rallied developing countries around the great banner of unity, self-reliance, the struggle against colonialism and hegemonism as well as the promotion of world order based on peace, independence, and social justice. The Bandung spirit of "unity, friendship and cooperation" advocated by the Conference remains relevant to the contemporary international relations. China supports Indonesia to hold the relevant commemorative activities of the 60th anniversary of the Bandung Conference, and will work closely with the Indonesian side to promote mutual understanding among Asian and African countries, deepen South-South cooperation and achieve common development.

35. China congratulated ASEAN on the establishment of the first sub-regional community in Asia, and reaffirmed its support for ASEAN centrality in East Asia cooperation, and its support for ASEAN efforts to make a bigger contribution to regional peace, stability and prosperity. China will continue to provide every possible support and assistance to the process of ASEAN Community building, enhance the cooperation with ASEAN countries including Indonesia in such regional cooperation mechanisms as ASEAN Plus One, ASEAN Plus Three, East Asia Summit (EAS) and ASEAN Regional Forum (ARF), as well as other ASEAN led-mechanisms, and jointly uphold peace, development and prosperity in East Asia.

36. On the South China Sea, the two sides reaffirmed their commitments to the full and effective implementation of the Declaration of the Conduct of Parties in the South China Sea and the early conclusion of Code of Conduct in the South China Sea on the basis of consensus through consultations. Both sides underlined the imperative necessity to resolve differences and disputes in the South China Sea by peaceful means, through consultations and negotiations.

37. The two sides applauded the development of China-ASEAN Strategic Partnership, and held the view that China-ASEAN cooperation not only makes positive contribution to the economic and social development of China and ASEAN countries, but also to peace, stability and prosperity in the region. Indonesia welcomed China’s proposals and various initiatives under the “2+7 Cooperation Framework” for China-ASEAN relations. The two sides are committed to enhancing policy coordination and conducting practical cooperation between China and ASEAN.

38. The two sides applauded the major concrete achievements in terms of implementing Bogor Goals, regional economic integration, connectivity, innovative development, economic reform and growth, and sustainable and fair growth at Asia-Pacific Economic Cooperation (APEC) Leaders’ Informal Meetings held in Bali, Indonesia in 2013 and Beijing, China in 2014. The two sides agreed to strengthen the coordination under APEC framework, move towards the establishment of Asia-Pacific Free Trade Area, and implement APEC Connectivity Blueprint for 2015-2025, APEC Accord on Innovative Development, Economic Reform and Growth among other Meetings’ results, so as to make positive contributions to long-term development and universal prosperity of Asia-Pacific region.

39. The Chinese side welcomed Indonesia’s chairmanship of the Indian Ocean Rim Association (IORA) 2015-2017. As a dialogue partner of IORA, the Chinese side was confident that Indonesia would lead IORA towards deeper and more effective cooperation in six priority areas:maritime safety and security; trade and investment facilitation; fisheries management; disaster risk management; academic, science and technology; as well as tourism and cultural exchanges.

40. The two sides agreed to enhance cooperation in international multilateral organizations such as G20 and ASEM, positively consider exchange reciprocal supports to their respective candidatures in international organizations, conduct regular exchange of views on major international issues, strengthen communication and coordination on major global issues such as climate change, Doha Round negotiations, energy and food security, reform of international financial institutions and global economic governance, and jointly uphold the interests of developing countries. In this regard, the Indonesian side expressed its willingness to support China in hosting the G20 summit in 2016. The Chinese side supported Indonesia playing a greater role in maintaining international peace and security under the framework of the United Nations.

41. After their talks, President Xi Jinping and President Joko Widodo attended the signing ceremony of the related cooperation documents between the two countries.
