Hu Jintao Delivers an Important Speech at APEC Business Summit

Chinese President Hu Jintao attended the opening ceremony of APEC Business Summit in Sydney, Australia September 6, 2007 and delivered an important speech. He pointed out that the Chinese government gives top priority to sustainable development, follows the new-type pattern of industrialization, accelerates the building of an energy-efficient and environmentally-friendly society, establishes the production and consumption patterns as required by sustainable growth and promotes the virtuous cycle between the socioeconomic system and ecological system and the all-round socioeconomic progress and the development of mankind.

APEC Business Summit opened at the Sydney Opera House. Hu Jintao, accompanied by Australian Prime Minister John Howard, entered the conference room at about 14:00 local time. All the participants stood up and applauded warmly. Howard addressed the opening ceremony and invited Hu to deliver a speech.

Hu made the speech entitled Advancing Comprehensive Cooperation in Pursuit of Sustainable Development amid warm applauses. He pointed out that the world economy is undergoing profound changes and countries face with rare development opportunities. Meanwhile, imbalances in the world economy have been exacerbated, pressure of energy resources is increasing and climate change remains a serious problem. Faced with both opportunities and challenges, we must carefully think about and seriously answer the question of how to jointly build a sustainable future.

He then raised five points of proposals. First, to promote balanced world economic growth is an important basis for building a sustainable future. All countries should work to make the international economic order more equitable so as to create conditions for ensuring balanced growth of the world economy and sustainable development in the future; second, to set up a sound multilateral trading regime is a primary guarantee for building a sustainable future. A fair, open, equitable and non-discriminatory multilateral trading regime contributes to the sustainable growth of the world economy and development of international trade. All parties concerned should ensure the Doha Round will attain the goal of a development round and developing members can truly benefit from it; third, to ensure stable energy supply is a major factor contributing to build a sustainable future. The international community should pursue a new concept of energy security that features mutually beneficial cooperation, diversified development and ensures energy supply through coordination and help all countries, especially the developing countries, use energy in a more efficient, economical and convenient way; fourth, to maintain a sound natural environment is the key condition for building a sustainable future. It is necessary, under the context of sustainable development, to uphold the United Nations Framework Convention on Climate Change and its Kyoto Protocol as the core mechanism and main channel of cooperation, follow the principle of common but differentiated responsibilities, tackle climate change proactively and protect the global environment through extensive international cooperation; fifth, to advance scientific and technological innovation and education is an important driving force for building a sustainable future. We should pursue scientific and technological innovation as a strategic priority in carrying out international cooperation, expand and deepen such cooperation and upgrade the level of scientific and technological innovation so as to provide strong human resources and intellectual support to all countries, especially to developing countries.

He introduced China's great achievements of reform and opening up and modernization construction as well as important role in the world economic development. He stressed that China has faithfully implemented its commitments to the WTO and actively readjusted its foreign trade policies according to the WTO rules since its accession to the organization. In the future China will continue to pursue the mutually beneficial and win-win opening strategy, seek development in the process of opening up and realize common prosperity with all the other countries in the world through mutually beneficial cooperation.

He noted that China takes an active part in regional economic cooperation and promotes trade and investment liberalization and facilitation in Asia-Pacific. We are ready to strengthen the economic and trade relations with all countries and regions including the APEC members on the basis of equality and mutual benefit. China will continue to transform the pattern of trade growth, increase import and strengthen protection of intellectual property rights to ensure coordinated and balanced growth of import and export as well as contribute to the sustainable growth of global trade.

He stressed that China attaches great importance to the quality and safety of exported goods. At various links including the production, circulation and import and export of goods, we take a highly responsible attitude and have made careful efforts from the perspectives of legislation, law enforcement, supervision and management to ensure product quality and safety. China is ready to expand cooperation with all parties concerned to strengthen product quality and safety, reinforce communications and exchanges to jointly enhance product quality and safety in international trade.

He lastly said that to promote common development is both the starting point and the goal of China in participating in Asia-Pacific cooperation. Once we seize the opportunities to deepen cooperation and keep committed to strengthening our community, we will be able to build a sustainable future for Asia-Pacific.

Howard extended welcome to President Hu and thanks to his speech. He said that China's development is one of the most important events in the world since last century. It brings opportunities to Asia-Pacific and the world at large and will continue to exert a big influence on the world.

Wang Gang, alternate member of the Political Bureau of the CPC Central Committee, member of the Secretariat of the CPC Central Committee and Director of the General Office of the CPC Central Committee was also present at the above activity.

The APEC Business Summit is an important forum during the annual APEC Economic Leaders' Meeting. With the theme of "strengthening our community, building a sustainable future", the summit mainly discusses the problems of economy, trade, energy, environment and education in this region and possible solutions. The senior officials of the Australian government and nearly 500 people from the business communities in Asia-Pacific attended the opening ceremony and listened to the speech of President Hu.
