President Hu Jintao Attends the Dialogue Meeting between the Leaders of G8 and Developing Nations and Delivers an Important Speech

The dialogue meeting between the leaders of G8 and the five developing nations, namely China, India, Brazil, South Africa and Mexico was held in Toyako, Hokkaido, Japan, on July 9, 2008. The leaders present at the meeting mainly discussed global economy, food security, Millennium Development Goals (MDGs) and other important subjects. President Hu Jintao attended the meeting and expounded the principles and position of China on these topics.

Toyako, known as the pearl of Hokkaido, is surrounded by mountains and has picturesque scenery. The meeting was held in Windsor Toya Hotel, Lake Toya. In the morning, President Hu and the leaders of other related countries arrived at the hotel and were received by Japanese Prime Minister Yasuo Fukuda.

At 08:30 local time, the meeting started. Japanese Prime Minister Yasuo Fukuda chaired the meeting and delivered a speech. The participating leaders exchanged views on the topics on the agenda.

President Hu firstly expressed sincere thanks on behalf of the Chinese government and people to the governments and the people for their condolence to the victims of the devastating earthquake in Wenchuan and for their generous and cordial assistance. Hu said that the disaster relief work in China has entered the stage of victim settlement and post-disaster reconstruction. The Chinese government and people have the determination and resolution to overcome the grave disaster and help the victims rebuild their homelands as early as possible with the care and support from the international community.

Talking about the current global economic situation, Hu said that the uncertain and unstable factors affecting global economy are increasing. The financial market keeps fluctuating. Prices of energy and resources are soaring. Food security issue becomes more prominent. The world is facing mounting inflation pressure. We have the responsibilities to work together to combat these challenges jointly and ensure the stable development of world economy. President Hu raised a four-point proposal on promoting the balanced, coordinated and sustainable development of world economy.

Firstly, to build up a global economic system that ensures sustainable development. Countries should pursue the concept of sustainable development, strengthen macro policy coordination and ensure the growth of world economy. Developed and developing countries should establish equal, mutually beneficial and win-win partnerships for global development and promote economic globalization towards balance, benefits for all and win-win results for all.

Secondly, to build up an inclusive and orderly international financial system. Countries should make joint efforts to increase the say and representation of developing countries in international financial institutions and improve the effectiveness of international financial system.

Thirdly, to build up an equitable and reasonable international trade system. Countries should stand united to oppose trade protectionism, strengthen multilateral trade system, and advance the Doha round of negotiations towards comprehensive and balanced outcomes at an early date and fulfill the goals in the development round. Countries should support WTO's efforts in Mobilizing Aid for Trade.

Fourthly, to build up a fair and effective global development system. Developed countries should earnestly fulfill their commitments and increase aid to developing countries, reduce the debts owed by developing countries, open their markets and transfer their technologies to developing countries. Developing countries should strengthen capacity building. The United Nations (UN) should continue to play a leading and coordinating role and urge the international community to increase input in development, guarantee resources for development and strengthen development agencies.

Talking about global food security, President Hu pointed out that the soaring food price has become a common concern of the international community. Food not only has a direct bearing on the economy and livelihood of the people, but also has direct links with global development and security. There are still more than 800 million people facing starvation. The soaring food price will put more people in starvation. This won't help the attainment of lasting peace and common prosperity of the world.

President Hu pointed out that there are a lot of factors contributing to the soaring food price. Attributing the increasing global demands for grain to the development of developing countries neither conforms to the facts, nor represents a constructive attitude to resolve the issue. Today, as the agricultural productivity of human society has reached an unprecedented level, we don't lack means to resolve food issues. The key is that we must bear in mind the concept of common development and take effective and coordinated polices and actions to safeguard global food security together.

President Hu stressed that the most urgent priority at this particular moment is to increase aid. Countries should support the UN in playing a coordinating role, strive to stabilize food price and help developing countries overcome the imminent difficulties. President Hu raised the following suggestions on formulating long-term strategies for international food cooperation. Firstly, the international community should attach importance to food production. Countries should view the fundamental status of food from a strategic perspective, increase grain production through science and technology, and increase grain stocks. Secondly, the international community should improve trade environment. The international community should create a good international trade environment for agricultural goods and build up a fair and reasonable international trade order for agricultural goods. Thirdly, the international community should strengthen macro-coordination. Governments of all countries should strengthen supervision and control of the agricultural goods market, promote policy coordination, prevent excessive speculations and strive to stabilize food price. Fourthly, the international community should create beneficial conditions. Countries should view the food issue from an interlinked perspective. The international community should create beneficial conditions to safeguard food security from all fronts, including finance, trade, aid, environment, IPR, and technology transfer.

President Hu said that China always attach great importance to agriculture, especial food issue. We adopted a food security policy of mainly depending upon domestic supply and exporting surplus grains and importing deficient grains. China feeds about 20% of the world population with about 9% of the arable land of the world, which a significant contribution to food security in the world. China is an active participant in international food and agriculture cooperation and provides other countries with aids in our best abilities. We wish to continue to share our experience in agricultural development with developing countries within the framework of South-South cooperation and offer help within our best abilities.

Talking about the Millennium Development Goals (MDGs), President Hu pointed out that the current economic situation of the world has increased new complexities to the attainment of the MDGs. The international community should take the opportunity of the interim review of the MDGs to promote the MDGs towards comprehensive and balanced development in the world. Firstly, the international community should establish real development partnership. Developing countries hold primary responsibilities for their own development. Developed countries should provide necessary help. The international community should create good external environment for poverty reduction and development of developing countries. Secondly, the international community should establish a fair progress evaluation framework, which can not only review the progress made by each country in the attainment of MDGs in a comprehensive manner, but also review the fulfillment of international development aid commitments in an earnest manner. Thirdly, provide strong capital and technical support. Developed countries should fulfillment their official development aid commitments, transcend the short-term commercial interest and reduce technology monopoly. Developing countries should intensify R&D and improve the economic competitiveness. Fourthly, the international community should increase aid to Africa. The international community should take care of the particular needs of Africa and increase capital and technical support to Africa but at the same time respect the sovereignty of African countries and focus upon helping them improve self-development abilities.

President Hu reviewed in his speech the experience and achievements of China since the reform and opening up 3 decades ago. He pointed out that through 30 years of reform and opening up, the Chinese economy has become an important part of global economy and made positive contributions to the growth of global economy. China will unswervingly walk along the path of peaceful development, pursue an opening-up strategy of mutual benefits and win-win results and work together with other countries to build a harmonious world with lasting peace and common prosperity.

President Hu at the end of his speech welcomed the athletes from all countries to participate in Beijing Olympic Games and welcomed the friends of all countries to watch the Olympic matches.
