Foreign Ministry Spokesperson Hong Lei's Regular Press Conference on January 19, 2015

At the invitation of Foreign Minister Wang Yi, Foreign Minister Keit Pentus-Rosimannus of the Republic of Estonia will pay a working visit to China from January 22 to 25.

Q: When talking about Japan-India cooperation on connectivity in India, Japanese Foreign Minister Fumio Kishida was reported to say that Arunachal Pradesh is India's territory. What is China's response to that?

A: China has noted relevant report. We are deeply concerned about that and have lodged solemn representations with the Japanese side, asking them to clarify their statement and immediately remove the negative impacts it has caused. The Japanese side made it clear to us that it takes no sides on the disputed areas between China and India, and will not intervene. They also made a public clarification about this.

China's position on the eastern part of China-India boundary is consistent and clear. At the current stage, China and India are seeking a solution to the boundary question that is fair, reasonable and acceptable to both sides through the mechanism of Special Representatives' Meeting on the China-India Boundary Question. We hope that Japan can fully recognize the sensitivity of China-India boundary question, genuinely respect the efforts made by China and India to resolve the question through negotiations, and mind their words and deeds on relevant issues.

Q: A French magazine put on its cover a cartoon with the headline "Peril Jaune" (Yellow Peril). Some Chinese media criticized it as indecent. What is China's comment?

A: We have noted relevant report.

Against the background of deepening globalization and increasingly dynamic and close international exchanges, we advocate more friendly exchanges between people of all countries on the basis of mutual respect so that we can promote mutual understanding and friendship. All countries should enhance cooperation with an open and inclusive attitude so as to realize win-win result and common development.

Q: Reports say that fighting in north Myanmar has escalated, trapping hundreds of Chinese citizens. Can you confirm that? What has China done about the situation? Has China lodged representations with the Myanmar side?

A: We are still in the process of further checking and confirming the situation in north Myanmar. In the recent campaign against illegal logging launched by the Myanmar side, some Chinese citizens were detained. China has asked the Myanmar side to guarantee their personal safety and legitimate rights and interests. The Myanmar side takes the concerns of the Chinese side seriously, and will treat the Chinese detainees well. Chinese embassy and consulates in Myanmar are now heading to the site to check on the trapped and provide necessary assistance.

Q: Sri Lanka's new government said that it would review the infrastructure projects undertaken by Chinese companies approved by the previous government. Will this concern the Chinese side?

A: China and Sri Lanka are friendly neighbors. China supports the economic and trade cooperation between the departments and companies of the two sides on the basis of equal treatment and mutual benefit which serves the fundamental interests of the two countries and the two peoples. We hope and believe that relevant cooperation between China and Sri Lanka will proceed in a sound and stable manner.

Q: There are reports that Russian, Indian and Chinese foreign ministers will meet in Beijing in the near future. Can you confirm this and provide some details?

A: As emerging markets, China, Russia and India share common or similar views on many international and regional issues. The regular dialogue among the three parties will help enhance mutual trust, build consensus, and expand cooperation.

As for the meeting you mentioned, I have no relevant information to offer at the moment.

Q: According to German media, the documents disclosed by Edward Snowden showed that Chinese cyber spies stole key design information about the F-35 stealth fighter. What is China's response to that?

A: The relevant accusation is baseless.

On cyber security issue, we have been stressing that China is the victim of cyber attacks. Cyber security is a common challenge faced by all. China is willing to work with all countries to establish a cyber space that is peaceful, secure, open and cooperative.

Cyber attacks are hard to trace back and are usually committed across borders. This complexity means that it is extremely difficult to identify the source of the attacks. I wonder if they can produce evidence to prop up such accusation and groundless attack. On the contrary, the materials disclosed by relevant person showed that some countries do not have good records to talk about when it comes to cyber attacks. We hope that instead of pointing fingers at other countries for no reason and cooking up stories, they should demonstrate a cooperative attitude and work with us to guard against cyber attacks.
