Q: A report issued by Small Arms Survey on June 10 said that militants in Iraq and Syria were found using portable anti-aircraft missiles made by China, and that extremists in Libya may have also accessed the same kind of weapons. Moreover, it is still a question whether countries such as South Sudan that purchase weapons from China can ensure the security of depots housing the weapons. What is your response to this?

A: The report of relevant organization is inconsistent with the fact. China does not export military goods to non-state entities or countries and regions under embargo sanctions imposed by the UN Security Council. In military trade and cooperation, we ask recipient countries to provide certificates of end-users and end uses, and make explicit commitment of no transfer to third countries without China’s approval. China always and will continue to exercise rigorous and effective administration on military trade.

Q: The Japanese side recently keeps making an issue of the South China Sea, playing up tensions and making willful accusations against China’s construction on maritime features in the South China Sea on several occasions. Does China have anything to say about this?

A: The Chinese side is gravely concerned and indignant about the negative moves of the Japanese side. We have lodged multiple solemn representations with Japan.

I want to emphasize that China has indisputable sovereignty over the Nansha Islands and the adjacent waters. China’s construction on some garrisoned maritime features of the Nansha Islands is well within China’s sovereignty. It is lawful, justified and reasonable, not directed at any other country and thus beyond any reproach.

Japan is not a party concerned to the South China Sea issue. Recently it has behaved in an abnormal way, deliberately thrust a hand in the South China Sea issue, driven a wedge among regional countries and maliciously created tensions in the South China Sea. Japan’s moves do no good to solve the South China Sea disputes, or safeguard peace and stability of the South China Sea. It also severely damages the political and security mutual trust between China and Japan, and runs counter to the momentum of improving bilateral relations. We once again urge the Japanese side to abide by its commitment of not taking sides on the South China Sea disputes, put an immediate end to the hyping up of the South China Sea issue and groundless accusations against China, stop provoking conflicts among different parties for self-serving interests, genuinely maintain the momentum of improving Sino-Japanese relations and respect the efforts by China and ASEAN countries to safeguard peace and stability of the South China Sea.

Q: First, is the Chinese central government confident that Hong Kong would pass the constitutional development plan next week? Second, the Obama administration is seeking for the “fast track” authority from the Congress in order to seal the Trans-Pacific Partnership (TPP). Does China believe that the TPP is another move taken by the US to contain China and force China to comply to its Asian rules, especially on the South China Sea?

A: On your first question, the Chinese central government sincerely hopes for the election of the Hong Kong chief executive through universal suffrage in 2017. The plan to elect Hong Kong’s chief executive through universal suffrage issued by the Hong Kong SAR government on April 22 is in line with the Basic Law of Hong Kong and relevant decision made by the NPC Standing Committee, and conforms to Hong Kong’s realities and accommodates the interests and appeals of all walks of life and sectors of Hong Kong. It is a legitimate, viable, pragmatic and good plan. We sincerely hope that all sectors of Hong Kong would pool consensus, seize the historic opportunity, and achieve the objective of electing the chief executive through universal suffrage in 2017, which will be a historic progress for Hong Kong’s democracy. Meanwhile, I’d like to reiterate that Hong Kong is a special administrative region of China, Hong Kong affairs fall entirely within China’s domestic affairs and foreign countries have no right to interfere.

On your second question, we have noted what happened in the US. I want to emphasize that the economic and trade rules of the Asia-Pacific should be jointly made by regional countries based on equal participation and consensus. The differences and diversities of regional economic development should be taken into full account. China is ready to build a regional economic cooperation framework that is open, inclusive, balanced and win-win to all and move forward regional economic integration through joint efforts with other countries.

Q: The Myanmar National Democratic Alliance Army (MNDAA) announced a unilateral ceasefire in a statement released on June 11, in a bid to create a peaceful environment for the general election to be held later this year in Myanmar. What is China’s comment on that?

A: We have noted reports about the unilateral ceasefire announced by the relevant party involved in the conflicts in northern Myanmar. We welcome that and hope that warring parties in Myanmar could meet each other halfway, exercise restraint, cease the warfare as soon as possible and bring normal order back to the border area between China and Myanmar.

The Chinese side holds a clear-cut stance on the issue of northern Myanmar. We support the settlement of disputes through peaceful negotiations by parties concerned in Myanmar, so as to realize peace and national reconciliation at an early date and keep the China-Myanmar border stable. It serves the common interests of the two sides. To make that happen, the Chinese side has played a constructive role in pushing forward the peace process in northern Myanmar at the request of the Myanmar side, and has been welcomed by the Myanmar side. Going forward, the Chinese side will continue to make positive efforts to that end.
