Upon invitation, Minister of Civil Affairs Li Liguo will go to South Africa as the Special Envoy of Chinese President Xi Jinping to attend the inauguration ceremony of the new President of South Africa and the 20th anniversary of the founding of the new South Africa on May 24.

 

This morning, the first session of the Conference on Interaction and Confidence Building Measures in Asia (CICA) summit was held in Shanghai, and President Xi Jinping made a keynote speech on fostering a security concept in Asia and jointly opening up new prospects for security cooperation.

President Xi said that it is necessary to advocate common, comprehensive, cooperative and sustainable security in Asia. We need to innovate our security concept, establish a new regional security cooperation architecture, and jointly build a road for security of Asia that is shared by and win-win to all. President Xi explained that common security means respecting and ensuring the security of each and every country. Comprehensive security means upholding security in both traditional and non-traditional fields. Cooperative security means promoting security of both individual countries and the region as a whole through dialogue and cooperation. Sustainable security means that we need to focus on both development and security so that security can be endurable.

President Xi proposed that we make CICA a security dialogue and cooperation platform that covers the whole of Asia and on that basis explore the establishment of a regional security cooperation architecture. He proposed that we enhance the capacity and institutional building of CICA, put in place a non-governmental exchange network for various parties of CICA through holding CICA non-governmental forums and other means, and strengthen the inclusiveness and openness of CICA.

President Xi stressed that China is a staunch force for upholding peace in the world and for promoting common development. As China is a strong champion of the Asia security concept, it also works to put such a security concept into practice. China will take solid steps to strengthen security dialogue and cooperation with other parties and jointly explore the formulation of a code of conduct for regional security and Asian security partnership program, making Asian countries good partners that trust one another and cooperate on an equal footing.

Q: Russian President Vladimir Putin started his state visit to China yesterday. Both President Xi Jinping and President Putin attended the commencement ceremony of China-Russia joint naval exercise. It represents the high level of China-Russia comprehensive strategic partnership of coordination. What is the significance for the further development of China-Russia comprehensive strategic partnership of coordination under the new international circumstances?

A: The further development of China-Russia comprehensive strategic partnership of coordination meets the need for promoting international fairness and justice, upholding world peace and development, and realizing common development and prosperity of both countries. It is a necessary choice in the pursuit of global multi-polarization. To uphold, develop and cement China-Russia relations is a historical responsibility shared by both countries. We will make unremitting and unswerving efforts to push for greater achievements in China-Russia cooperation covering various areas.

Q: It is learnt that American Deputy Assistant Secretary for East Asian and Pacific Affairs Kin Moy is now visiting China and has met with the official of China's Ministry of Foreign Affairs. Please give us more details.

A: This morning, Director-General of the Department of North American and Oceanian Affairs of the Foreign Ministry Cong Peiwu met with American Deputy Assistant Secretary for East Asian and Pacific Affairs Kin Moy who came to China for consultation. China once again lodged solemn representations with the US side on the US Justice Department's indictment of five Chinese military officers the other day. The Chinese side pointed out that the "indictment" by the US is purely ungrounded with ulterior motives, which further exposes the hypocrisy and hegemony of the US on cyber security issues. The Chinese side emphasized its firm commitment to upholding cyber security. The Chinese government, Chinese military and relevant personnel have never engaged or participated in cyber theft for trade secrets. The "indictment" by the US grossly violates the basic norms governing international relations and disrupts and jeopardizes China-US relations. China once again urges the US side to correct its mistakes and revoke the "indictment".

Q: Heavy rain sweeping Serbia, Bosnia and Herzegovina and Croatia in recent days has caused severe floods and heavy casualties and property losses. Has China offered condolences to the aforementioned three countries?

A: Serbia, Bosnia and Herzegovina and Croatia are plagued by severe floods which claimed many lives and caused heavy property losses. The Chinese side mourns for the dead and extends sympathy to the bereaved families and the injured. China is willing to provide support and assistance within our capacity at the request of those three countries.

Q: Yesterday, the terrorist attack in the city of Jos in Nigeria left a large number of people dead and injured. What measures will the Chinese government take to support Nigeria and other African countries in combating terrorism?

A: China follows the security situation in Nigeria closely and supports Nigeria's efforts in safeguarding national security and stability. China stands ready to join hands with the international community and play a positive role in fighting against terrorism and upholding peace and stability in Africa.
