Huang Hua

Huang Hua(1913.1.25-2010.11.24), formerly known as Wang Rumei, a native of Ci County, Hebei Province, served as Foreign Minister, State Councilor, and concurrently Vice Premier and Foreign Minister between December, 1976 and November, 1982. Joined the Communist Party of China (CPC) in 1936, studied in Yenching University, attended the December 9th Movement in 1935, served as both Party member and Communist Youth League member of the Beijing students' union and chairman of the student union of Beijing University. Served as translator and secretary of the Red Army's headquarters in Northern Shaanxi Province. Helped foreign journalists, such as Edgar Snow, Nim Wells, Smedley, etc. to report on the Soviet areas. Served as secretary of the organization department of the CPC Central Committee from October 1937. Served as head of the organization department, member of the youth affairs committee of the Yangtze River bureau of the CPC, secretary of the Party and Youth League affairs department of the all-China students' union, member of the youth affairs committee of the CPC Central Committee from 1938. Served as director of the Education Department of Yan'an School for Young Cadres. Served as political secretary of General Zhu De, secretary of the overseas affairs committee of the CPC Central Committee from 1941. Served as chief of the foreign affairs liaison section of the CPC Central Committee and attended the reception of Chinese and foreign journalist teams and the observer group of the US Army from 1944. Attended the CPC delegation to the executive department of Beijing military assignment affairs office, and served as secretary of General Ye Jianying and chief of the news office of the delegation from 1946. Served as chief of the foreign affairs division of Tianjin military control committee, member of the CPC Nanjing municipal party committee, chief of the foreign affairs division of Nanjing military control committee, and was responsible for the take-over of the former Ministry of Foreign Affairs of the Kuomintang (KMT) Government and informing foreign envoys of CPC's policies on establishing diplomatic relations, from 1949. Elected as member of the first session of the central committee of the New Democratic Youth League in 1949. Served as member of the CPC Shanghai municipal committee and chief of the foreign affairs division of Shanghai military control committee after the founding of the People's Republic of China. Served as a Chinese representative in the political talks on truce during the Korean War and director of the Department of Western European and African Affairs of the Foreign Ministry from 1953. Escorted Premier Zhou Enlai to the Geneva Conference and Bandung Conference and served as the counselor and spokesman of the Chinese delegations in 1954 and 1955. Served as the counselor of the Chinese delegation to the Sino-American talks at the ambassadorial level at Warsaw in 1958. Served as Chinese Ambassador to Ghana, Egypt, and Canada between 1960 and 1971. Served as member of the three-person group of the CPC Central Committee and was responsible for talking with the US national security advisor Kissinger and drafting the announcement of the invitation of US President Nixon to the People's Republic of China. Served as China's first delegate to the United Nations and the Security Council after China regained its legal seat in the United Nations in 1971. Served as Foreign Minister from 1976 and led the Chinese delegation to the 29th, 32nd, 33rd, 35th, and 37th United Nations General Assemblies. Led the Chinese delegations to the United Nations special meetings on disarmament in 1978 and 1982, elaborated China's principled stands on disarmament, and put forward Suggestions on Main Measures on Immediately Stopping Arms Race and Carrying Out Disarmament on behalf of the Chinese Government. Paid a visit to more than 30 thirty countries in Asia, Africa, Europe, and America, such as Canada, France, the Great Britain, Italy, Zaire, Iran, Pakistan, Tanzania, the Federal Republic of Germany, India, the United States of America, Nigeria, the former Soviet Union, etc. Signed Treaty of Peace and Friendship between the People's Republic of China and Japan on behalf the Chinese Government together with the Japanese foreign minister in August 1978. Held negotiations on the establishment of diplomatic relations with the United States of America in 1978. Signed the Sino-US Communiqué of August 17, 1982 together with US Secretary of State Haig, Escorted Vice Premier Deng Xiaoping to the United States in 1979. Served as vice president of the Standing Committee of the National People's Congress from 1983 and had led delegation to various countries and international conferences. Member of the 10th, 11th, 12th Central Committees of the CPC. Member of the 13th Standing Committee of the Central Advisory Commission. Attended the annual meetings of the International Action Council between 1985 and 1995. Now serves as president of the China International Friends Seminar, president of China Association of International Friendly Contact, chairman of China Welfare Institute, and chairman of Soong Ching Ling Foundation.
