Liu Huaqiu

Mr. Liu Huaqiu, born in Wuchuan County of Guangdong Province in November 1939, served as vice minister of Foreign Affairs of the People's Republic of China from October 1989 to April 1998.

Mr. Liu Huaqiu joined in the foreign service after graduation from the College of Foreign Affairs in June 1965, and consecutively served as second secretary of the Chinese Embassy in Ghana, division director of the Office of Foreign Affairs Group of the CPC Central Committee, counselor then minister of the Chinese Embassy in Australia (December 1984 to July 1986), director-general of the Department of American & Oceania Affairs (July 1986 to May 1988), and assistant minister (June 1988 to October 1989).As vice minister of Foreign Affairs, he was in charge of American & Oceania affairs and oversaw international organizations, treaties & laws, protocol and Taiwan affairs.He accompanied State and Party leaders for many visits and important international conferences.He also paid more than 20 visits to the United States for consultations on China-US relations, and led delegations for visits to more than 30 countries in North American, Latin America, the Caribbean region and Oceania.In multilateral diplomacy, he also headed Chinese Delegation for many international conferences, such as the high-level special session of ECOSOC, the Conference of the Five Permanent Members of the UN Security Council on Disarmament of the Middle East, the Annual Conference of ESCAP, UN Conference on Environment & Development, Vienna Conference on Human Rights, Ministerial Meeting of Developing Countries on Environment & Development.

He was appointed to be minister of the Foreign Affairs Office of the State Council in November 1994, and headed the Chinese Delegation for the 11thSummit Meeting of the Non-aligned Movement in October 1995, where he delivered a speech.He took the post of minister in charge of the Office of the Leading Group of Foreign Affairs of the CPC Central Committee in October 1998.
