Liu Xinquan

Mr. Liu Xinquan was born in Daxian City of Sichuan Province in 1916 and passed away in March 1994.He served as vice minister of Foreign Affairs of the People's Republic of China from April 1964 to June 1970.

Mr. Liu Xinquan joined in the Red Army in September 1933 and then participated in the Long March.He had been long engaged in Army's political work before and after the founding of People's Republic.He was conferred with the rank of major general in 1955.He was assistant minister and concurrently director-general of the Personnel Department of Foreign Ministry from April 1960 to April 1964.He was Chinese ambassador to the Soviet Union from November 1970 to March 1976, Chinese ambassador to Albania from September 1976 to January 1979.He was vice minister of the CPC International Liaison Department from May 1979 to April 1982, and advisor of the Department from April 1982 to December 1985.
