He Ying

Mr. He Ying was born inLehuiCounty(nowQionghaiCounty) ofHainanProvincein November 1914 and passed away on3rdOctober 1993.He served as vice minister of Foreign Affairs of the People's Republic ofChinafrom May 1972 to April 1982.

He was member of the Work Committee for Overseas Affairs of the CPC Central Committee, deputy division political commissar of the 4thField Army before the founding of the People's Republic ofChina.He was transferred to the Foreign Ministry in 1950, and took the posts of consul-general to Jakarta, minister counselor of the Chinese Embassy in Indonesia (from 1950 to 1952), deputy director-general of the Asian Department (from 1952 to 1954), Chinese ambassador to Mongolia (from September 1954 to August 1958), director-general of the Department of West Asian & North African Affairs (from 1959 to 1962), Chinese ambassador to Tanzania (from April 1962 to May 1969) and concurrently to Uganda (from 1963 to 1964), director-general of the Department of West Asian & North African Affairs (from 1970 to 1972).He was advisor of the Foreign Ministry in April 1982.He was also member of the Standing Committee and vice-chairman of the Overseas Chinese Committee of the 6thand 7thNational People's Congress, chairman of China-Iran Friendship Group of the National People's Congress.

As vice minister of Foreign Affairs, he attendedIraq's National Day Celebration inBaghdadin 1974 as the head of Chinese Government Delegation, attended the Hand-over Ceremony of Tanzania-Zambia Railway as member of the Chinese Delegation and visitedZaireafterwards in 1976.From 1978 to 1980, he successively paid visits to Jordan, Kuwait, Somalia, Kenya, Oman, Lebanon, Egypt, theYemenArabRepublicandYugoslavia. From 1982 to 1983, he paid visits toCyprus, Syria, Libya, the People's Democratic Republic of Yemen andIranas special envoy of the Chinese Government and advisor of the Foreign Ministry. In 1986, he headed a delegation of the National People's Congress toZimbabwefor visit and delivered a speech onChina's population policy at the African Parliamentarians Conference on Population and Development held inHarare.He also headed a NPC delegation toOmanfor visit in 1990.

Mr. He Ying was engaged in CPC's overseas Chinese affairs in Yan'an far before the founding of the People's Republic ofChina. As vice-chairman of the Overseas Chinese Committee of the National People's Congress, he headed many study groups for fact-finding and greetings in Japan, Thailand, thePhilippines, UK, France, Australia, New Zealand, etc..
