Geng Biao

Mr. Geng Biao, born in Liulin County of Hunan Province in August 1909, served as state councilor from May 1982 to June 1983, vice premier of the State Council from March 1978 to May 1982, and vice chairman of the Standing Committee of the National People's Congress of the People's Republic of China from June 1983 to March 1988. He also served as vice minister of Foreign Affairs from January 1960 to August 1963.

Before the founding of the People's Republic of China in 1949, he had assumed leading posts in the Army for a long time.He was transferred to the Foreign Ministry in January 1950 to organize the Chinese Delegation to the United Nations.He then served as Chinese ambassador to Sweden (from September 1950 to February 1956) and concurrently minister to Denmark (from October 1950 to October 1955) & Finland (from March 1951 to March 1954), Chinese ambassador to Pakistan (from March 1956 to October 1959), Chinese ambassador to Myanmar (from September 1963 to September 1967), and Chinese ambassador to Albania (from May 1969 to January 1971).He was appointed to be minister of the International Liaison Department of the CPC Central Committee in 1971.He was member of the Standing Committee and concurrently secretary-general of the CPC Central Military Commission in January 1979, and minister of Defense in March 1983.He was elected to be chairman of the Foreign Affairs Committee of the National People's Congress in 1983.

During the tenure of office of vice premier of the State Council, he paid visits to Pakistan, Sri Lanka, Trinidad & Tobago, Jamaica, Guyana, Malta, Congo, Guinea, Mali, Ghana, Nigeria, Rwanda, Somalia and Algeria in 1978; to Sweden, Norway, Finland and Iceland in 1979 (where he signed on behalf of the Chinese Government the China-Sweden Trade Agreement, China-Norway Agreement on Cultural, Educational & Scientific Cooperation, China-Finland Agreement on Economic, Industrial, Scientific & Technological Cooperation), to the United States in 1980.In 1984, he headed the Chinese Delegation for the 71stIPU Congress in Geneva in the capacity of vice-chairman of the Standing Committee of the National People's Congress; in 1985, he led the Chinese Delegation for visits to Romania and Yugoslavia.

He was member of the 9th, 10thand 11thCPC Central Committee, member of the Political Bureau of the 11thCPC Central Committee.He was elected to be member of the Standing Committee of the 11thand 12thCPC Central Advisory Commission.
