At the invitation of President Hu Jintao of the People's Republic of China, President Boris Tadic of the Republic of Serbia paid a state visit to the People's Republic of China from 19 to 25 August 2009.

During the visit, the two heads of state had an in-depth exchange of views in a candid and friendly atmosphere and reached broad consensus on further strengthening and deepening mutually-beneficial cooperation between China and Serbia in various areas as well as international and regional issues of mutual interests.

I. The two sides fully reviewed the development of their bilateral relationship and highly commended its achievements, and agreed that the traditional friendship between China and Serbia, a valuable asset created by the two peoples, is a solid foundation for further growth of bilateral relations. The two sides pointed out that the experience from the successful development of bliateral ties proved that differences in historical background, social system, ideology and development pattern constituted no obstacle to the development of state to state relations.

II. The two sides stressed that broadening and deepening the traditional friendly relations between China and Serbia is the shared aspiration of the two peoples and is in the fundamental interests of the two countries, and will contribute to promoting harmony around the world. To further promote the bilateral relations in an all-round way, the two sides have decided to establish a strategic partnership.

III. The two sides agreed to continue to strengthen and enrich dialogues at all levels, enhance inter-governmental, inter-parliamentary and inter-party exchanges and cooperation, with a view to constantly deepen a political relationship featuring mutual trust and equality.

IV. The Serbian side reaffirmed its commitment to the one China policy, recognizing that there is but one China in the world, that the Government of the People's Republic of China is the sole legal government representing the whole China, and that Taiwan is an inalienable part of China. Serbia will not establish official relations or conduct official exchanges with Taiwan authorities. Serbia opposes "Taiwan independence" in all its manifestations, and supports the peaceful reunification of China.

V. The Chinese side respects the Serbia people's choice of the path of development in accordance with their national conditions, understands Serbia's efforts to integrate into the European family, and appreciates Serbia's policy of developing friendship with its neighbors, working for stability and development in the Balkan region and actively promoting regional cooperation.

VI. The Chinese side reaffirmed its respect for the sovereignty and territorial integrity of Serbia. The Chinese side believes that the best way to resolve the Kosovo issue is to work out a plan acceptable to both sides through dialogue and negotiation between the Government of Serbia and the Kosovo authorities in accordance with the purposes and principles of the Charter of the United Nations and the relevant resolutions of the UN Security Council, and within the framework of international law. Unilateral action will not help to solve the issue. The international community should create favorable conditions for the settlement of the issue.

VII. The two sides expressed their readiness to make all efforts to promote economic cooperation and trade, expand mutual investment, ensure continuous and steady growth of bilateral trade and gradually improve the balance of bilateral trade through development in accordance with the principle of equality, mutual benefit, reciprocity and win-win result. The two sides will give full play to the guiding role of their relevant government departments and the China-Serbia Joint Commission on Economic and Commercial Cooperation, and encourage enterprises of the two countries to cooperate. The two sides agree to support enterprises of the two countries to speed up cooperation on building bridge, power station, road facilities and other infrastructure projects in Serbia, and to work actively to strengthen cooperation between the enterprises in such priority areas as communication, petrochemical industry, energy, high and new technology, industrial production and food processing.

VIII. The two sides agreed to further expand their traditional cooperation in the cultural, educational, sport, science and technology, military and police fields, broaden exchanges in the priority areas such as tourism, aviation, health, radio and TV, and other news media, and encourage friendly interactions between the young people and non-governmental organizations of the two countries.

The two sides expressed their readiness to make all efforts to ensure the success of China Culture Festival in Serbia in autumn this year, and support the city of Beijing and Belgrade in hosting activities to celebrate the 30th anniversary of their sister city relations.

IX. The two sides expressed their adherence to the purposes and principles of the Charter of the United Nations, and their support to UN's leading role in maintaining world peace and security, promoting common development and peaceful settlement of international disputes, and addressing common issues facing mankind. The two sides stand for enhancing the role and the authority of the UN and its Security Council, and respecting the diversity of world civilization and development models.

The two sides are ready to intensify their cooperation within the UN and other international organizations, conduct timely exchanges and consultations on international issues of mutual interests, and work together to build a harmonious world of enduring peace and common prosperity.

X. The two sides hold that the international financial crisis is seriously affecting economic development and people's lives in countries around the world. The international community should further strengthen coordination on macroeconomic policy, oppose trade protectionism, deepen cooperation in financial regulation, promote the recovery of world economy at an earlier date, minimize the damage of the crisis on developing countries and work together to respond to this global challenge.
