On October 14, 2009, the ceremonies for the launch of the new website of the Forum on China-Africa Cooperation (FOCAC) and the issuance of commemorative cover for the Fourth Ministerial Conference of FOCAC were held in Beijing. The ceremonies were attended by over 100 participants including officials from relevant departments of the Ministry of Foreign Affairs, such as the Department of African Affairs, the Department of West Asian and North African Affairs and the Information Department, diplomatic envoys or delegates from more than 40 African countries, as well as heads of African news agencies based in China, China’s major official online media, academic institutions on African studies, and China National Philatelic Corporation. The ceremonies were moderated by Zhang Ming, Secretary-General of the Chinese Follow-up Committee of FOCAC and Director General of the Department of African Affairs. Assistant Foreign Minister Zhai Jun and Nolama Ta Ama, Togolese ambassador to China and the head of the African diplomatic mission addressed the ceremonies.

Assistant Foreign Minister Zhai Jun expressed his congratulations on the launch of the new website for FOCAC and the issuance of commemorative cover for the Fourth Ministerial Conference of FOCAC and his appreciations for the active role played by FOCAC in steering and promoting the development of China-Africa relations. He said that FOCAC has become a resounding "brand". The newly upgraded website will become an information exchange platform to fully demonstrate the comprehensive cooperation between China and Africa. The commemorative cover, which embodies the China-Africa friendship, will serve as a valuable remembrance of the Fourth Ministerial Conference. The forthcoming Fourth Ministerial Conference will earnestly review the implementation of the follow-up actions of the Beijing Summit and make comprehensive plans for China-Africa cooperation in the next three years. China is working with other members of the Forum to prepare for the meeting and is looking forward to the support of the African envoys.

Ambassador Nolama Ta Ama spoke highly of the two ceremonies on behalf of the African diplomatic mission in China. He considered the launch of the new website and the issuance of commemorative cover another important cornerstone for the diversified friendly cooperation between China and Africa. He said that at the time when the new information technology brought mankind into the "global village", network is the best channel to shorten the distance between the African people and the Chinese people. For those who make irresponsible remarks on the rapid development of China-Africa cooperation, the website is the most transparent and efficient way to show the fruitful results of China-Africa cooperation under the framework of south-south cooperation. He stressed that information technology cooperation is one of the priorities of China-Africa cooperation. He hoped that the launch of the website will further promote the IT cooperation between China and Africa and enable Africa to make progress in IT.

After the speeches, Zhai Jun, Nolama Ta Ama and Zhang Ming touched the crystal ball and launched the website. They then unveiled the curtain for the commemorative cover and signed their names together with the Egyptian ambassador to China. Chinese and foreign guests browsed the Chinese, English and French pages with great interest and signed their names on the sample of commemorative cover in a warm and friendly atmosphere.
