Russia, China Hold Fifth Round of Strategic Security Consultation

On January 24, 2011, Chinese State Councilor Dai Bingguo and Russian Security Council Secretary Nikolai Patrushev held the fifth round of China-Russia strategic security consultation in Moscow. Both sides exchanged in-depth views on strategic security issues concerning the international situation and bilateral ties.

Both sides agreed that since the establishment of the China-Russia strategic partnership of coordination 15 years ago, bilateral relations have achieved unprecedented development. Both sides have completely resolved the boundary issue, signed the Treaty of Good-Neighborliness and Friendly Cooperation and supported each other on issues concerning their respective core interests, safeguarding their own state sovereignty, security and development interests. The pragmatic cooperation between the two countries has achieved in-depth progress with vigorous development of humanities exchanges and cooperation. Both sides agreed that their close coordination on global affairs and major international issues has helped maintain regional and world peace, security and stability and promoted world multi-polarization. Bilateral relations and pragmatic cooperation gained new important progress last year. Both sides have conducted effective coordination in the G20 summit, the SCO, BRIC countries and other organizations as well as on regional hotspot issues. Under the current complex and changing international situation, China and Russia should implement the consensus reached by the two heads of state, further deepen strategic mutual trust and earnestly advance cooperation in all areas. They should strengthen coordination on major international and regional issues and better safeguard the fundamental interests and overall development of the two countries in a bid to promote world peace, stability and prosperity.

Both sides believed that the second decade of the 21st century offers important opportunities for the development of bilateral ties. The two countries agreed that both sides should chart the development of Sino-Russian relations for the next 10 years from a strategic and overall perspective so that bilateral relations will provide stronger impetus for the two countries' development and contribute to promoting world peace and stability. Whatever changes take place in the international situation, Russia and China should adhere to the principles of equality, mutual trust, win-win cooperation, mutual respect, mutual support and good neighborliness while deepening their strategic partnership of coordination for the benefit of both peoples, the two sides pledged.

Both sides agreed the China-Russia strategic security consultation mechanism initiated by the two heads of state is an important channel for both sides to communicate with each other and coordinate positions on major strategic and overall issues in a timely manner and it is also a significant platform of deepening strategic and political trust and enhancing strategic coordination. It has played a positive role in boosting China-Russia strategic coordination. Both sides pledged to make joint efforts to give full play to the role of the mechanism and promote the development of China-Russia strategic partnership of coordination.

The next round of consultation is scheduled to be held later this year in China.
