Xi Jinping Holds Talks with General Secretary of the CPV Central Committee Nguyen Phu Trong

On October 31, 2022, General Secretary of the Communist Party of China (CPC) Central Committee and President Xi Jinping held talks with General Secretary of the Communist Party of Vietnam (CPV) Central Committee Nguyen Phu Trong at the Great Hall of the People in Beijing. The two sides agreed to uphold the 16-word guideline of "long-term stability, future orientation, good-neighborly friendship and comprehensive cooperation" and the spirit of "good neighbors, good friends, good comrades and good partners", consolidate traditional friendship, strengthen strategic communication, enhance political mutual trust, and properly manage differences, so as to constantly bring the China-Vietnam comprehensive strategic cooperative partnership in the new era to new heights.

Xi Jinping expressed a warm welcome to Nguyen Phu Trong for his official visit to China right after the conclusion of the 20th CPC National Congress. Xi Jinping said, in recent years, I have maintained close communication with General Secretary Comrade Nguyen Phu Trong through various ways and reached many important common understandings on leading the development of China-Vietnam relations. These common understandings have been fully implemented, achieving remarkable results.

Xi Jinping briefed on the major points of the 20th CPC National Congress. He expressed, the historic achievements in the cause of the Party and the country fully prove that the path of socialism with Chinese characteristics is a right way leading to sound and steady progress. It conforms to the realities of China, reflects the will of the Chinese people, and meets the requirements of the times. On the great new journey, the Chinese people must gain confidence and initiative from history, follow the spirit of the 20th CPC National Congress, advance the great rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization, strive in unity to achieve the Second Centenary Goal, and make new and greater contributions to the noble cause of peace and development for humanity. We are also pleased to see that since the 13th CPV National Congress, the CPV has rallied the Vietnamese people and led them in making new achievements in socialist construction and renovation enterprises. Xi Jinping expressed the confidence that under the leadership of the CPV Central Committee headed by General Secretary Comrade Nguyen Phu Trong, the CPV and the Vietnamese government will successfully realize the objectives and tasks set forth at the 13th CPV National Congress, and thus lay a solid foundation for realizing the two centenary goals of the founding of the CPV and the country.

Xi Jinping stressed that changes unseen in a century are accelerating, and the world is entering a new period of turbulence and transformation. By grounding their efforts in their realities and following the trend of the times, China, Vietnam and other socialist countries have successfully explored paths to modernization in line with their national conditions, and socialism is revealing increasing and fresh vitality. Meanwhile, the cause of human progress is a long and tortuous process. In the course of development, socialist countries face a very complex international environment and severe risks and challenges. The CPC and the CPV should stay committed to seeking happiness for the people and progress for mankind, make all-out efforts to advance socialist modernization, and never allow anyone to disturb our progress or any force to shake the institutional foundation of our development.

On further developing China-Vietnam relations, Xi Jinping pointed out, both sides should stay committed to the socialist orientation. As far as the socialist cause and China-Vietnam relations are concerned, we must, first and foremost, adhere to the right political orientation. The collective central leadership of the two Parties should step up communication to exchange views on major issues of bilateral relations in a timely manner. The central and local departments of the two parties should implement the common understandings reached by high-level leaders of the two sides, strengthen exchanges and mutual learning, and enhance the effectiveness of cooperation. Under the new circumstances, the CPC and the CPV should strengthen experience-sharing and mutual learning in party governance and state administration, maintain high-level communication and strategic dialogue between the two militaries, achieve more outcomes in cooperation on law enforcement and security, and safeguard the political security and social stability of respective countries. Both sides should cement the socialist economic foundation. China is ready to work with Vietnam to speed up synergy between development strategies, promote connectivity between the two countries, and jointly build a stable system of industrial and supply chains. China encourages technology-intensive enterprises with strength and good reputation to invest in Vietnam, and stands ready to deepen bilateral cooperation in health care, green development, digital economy, climate change and other fields. Both sides should carry forward the traditional friendship. Under the new circumstance, it's important that the two sides, with a future-oriented perspective, make consistent efforts to inherit and carry forward the traditional friendship featuring comradeship and brotherhood, which was carefully cultivated by the elder generation of leaders. It's also important that the two sides strengthen people-to-people friendly exchanges, promote mutual acquaintance, understanding and affinity among young people of the two countries, and deepen cooperation in the field of press and publicity to create a sound atmosphere of public opinion for bilateral relations.

Xi Jinping emphasized, the Chinese side sees ASEAN as a priority in its neighborhood diplomacy, and a key region in high-quality Belt and Road cooperation, attaches importance to the position and role of Vietnam in ASEAN, and expects to work with Vietnam to accelerate the building of a peaceful, safe and secure, prosperous, beautiful and amicable home, and advance regional economic integration in East Asia. The Chinese side stands ready to work with ASEAN to practice true multilateralism, adhere to open regionalism, jointly steer regional landscape and international order toward peace and stability, and justice and equity, and actively advance the building of a human community with a shared future.

Nguyen Phu Trong deeply thanked General Secretary Xi Jinping for inviting him to lead the Vietnamese leaders as the first head-of-state level delegation to visit China since the 20th CPC National Congress. Nguyen Phu Trong said that he had also fulfilled his commitment of making China his first destination abroad after his re-election as General Secretary of the CPV Central Committee, which he made to Comrade General Secretary Xi Jinping. On behalf of the CPV, the Vietnamese government and people, he extended warm congratulations to the CPC, the Chinese government and people on the success of the 20th CPC National Congress, and to Comrade General Secretary Xi Jinping on his re-election as General Secretary of the CPC Central Committee. This fully demonstrates that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the past ten years, China has made remarkable achievements in its development and attained great international reputation, and these have gained the high-level recognition and trust of the CPC and the Chinese people. The achievements made by the CPC have provided precious experience for other developing countries in the world, countries following the path of socialism in particular. They expressed confidence that under the leadership of the CPC Central leadership with Comrade Xi Jinping at its core, China will definitely realize the goals and tasks set out by the 20th CPC National Congress, making new and positive contributions to the region and the world.

Nguyen Phu Trong said that he fully agrees with the important proposals on developing relations between the two parties, and between the two countries put forward by General Secretary Xi Jinping. Vietnam highly cherishes and attaches great importance to its relations with China, and regards developing friendly cooperation with China as a top priority in its foreign policies. Vietnam will advance the comprehensive strategic cooperative partnership with China based on the 16-word guideline of "long-term stability, future orientation, good-neighborly friendship and comprehensive cooperation" and the spirit of "good neighbors, good friends, good comrades and good partners". Vietnam is firmly committed to the one-China policy, firmly opposes any form of "Taiwan independence" separatist activities, and will not develop any official relation with Taiwan. Vietnam will not allow any country to establish a military base in Vietnam, or join any military alliance, or use force against any country, or work with one country to oppose another. Vietnam is ready to work with the Chinese side to maintain high-level exchanges, enhance mutual understanding, and consolidate political mutual trust. Vietnam stands ready to give play to the strategic leading role of inter-Party relations, and deepen theory exchanges between the two parties. He called for taking advantage of and improving the existing cooperation mechanisms between the two countries, the Vietnam-China Steering Committee for Bilateral Cooperation in particular, to promote greater synergy between the "Two Corridors and One Economic Circle" strategy and the Belt and Road Initiative. He called for further enhancing the effectiveness of economic cooperation between both countries, and creating new highlights in various fields. Both sides need to maintain non-governmental exchanges to substantiate the foundation of public support for Vietnam-China relations and form sustained momentum. The two sides need to maintain peace and tranquility on the land border and peace and stability at sea, so as not to let maritime issues affect the overall development of bilateral relations. The 13th CPV National Congress and the 20th CPC National Congress marked the start of a critical new stage in Vietnam-China relations, and Vietnam is ready to work with the Chinese side to take good neighborliness and friendship, and comprehensive strategic cooperative partnership between Vietnam and China to a new level.

After the talks, Xi Jinping and Nguyen Phu Trong jointly witnessed the signing of cooperation documents between both sides covering the political parties, economy and trade, environmental protection, culture and tourism, justice, customs, sub-national exchanges, and other fields.

Prior to the talks, President Xi held a welcoming ceremony for Nguyen Phu Trong in the Northern Hall of the Great Hall of the People. Wang Yi, member of the Political Bureau of the CPC Central Committee, State Councilor and Foreign Minister, and He Lifeng, member of the Political Bureau of the CPC Central Committee, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the National Development and Reform Commission, were present at the events.

On the evening of the day, Xi Jinping hosted a welcoming banquet for Nguyen Phu Trong. Members of the Standing Committee of the Political Bureau of the CPC Central Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi attended the banquet. Xi Jinping introduced to Nguyen Phu Trong new comrades to the Standing Committee of the Political Bureau respectively. Nguyen Phu Trong expressed heartfelt congratulations to members of the Standing Committee of the Political Bureau, and said that the CPV is ready to work with the new central leadership of the CPC Central Committee to work towards new outcomes of friendly cooperation between the two parties and between the two countries at a new level.
