The Chinese Representatives Expounds Our Stance at the APEC Ministerial Meeting

On November 18, 2004, Chinese Foreign Minister Li Zhaoxing and Assistant Minister of Commerce Yi Xiaozhun addressed the 16th Ministerial Meeting of Asia-Pacific Economic Cooperation (APEC) on anti-terrorism, counter-corruption, strengthening the multi-lateral trade system and other issues, elaborating the Chinese stance.

With regard to the anti- terrorism issue, Li said there are no issues greater than peace and no human rights more important than security in the world. China is a victim of terrorism, but moreover a resolute supporter and participator of the war again terror. The APEC adopts a series of cooperative measures on fighting against terrorism and plays a positive role in enhancing members' capacity building. We support this organization to continue playing its constructive role in anti-terrorism, while following the direction for development.

Regarding the counter-corruption issue, Li said the Chinese government gives priority to combating corruption, supports international cooperation in this area and agrees to the plan of action on counter-terrorism set forth by the APEC. We would like to conduct active, pragmatic cooperation with all members, exchange and learn from each other's experience and jointly combat corrupt acts, so as to create a fair and transparent favorable environment for the economic and social development in the Asia-Pacific region.

When discussing the issue of strengthening the multi-lateral trade system, Yi said this June the APEC Trade Ministers' Meeting took an active part for the WTO (World Trade Organization) General Council to reach the framework agreement at the end of July. China supports the APEC to continue contributing to the Doha round of negotiation of the WTO. The Doha round, as a "round of development", should more consider and earnestly resolve the concerns of developing members and new ones. China hopes that all parties can continue efforts and step up work to create conditions for successfully convening the 6th WTO Ministerial Meeting in Hong Kong next year and concluding the Doha round of negotiation.

On the same day, Li Zhaoxing attended the Foreign Ministers' breakfast working party. The foreign ministers discussed anti-proliferation, export control, the Korean Peninsula nuclear issue and other issues. Li introduced China's stance and efforts that have been made.
