Xi Jinping Holds Talks with President Viktor Yanukovych of Ukraine, the Two Heads of State Agree to Further Deepen China-Ukraine Strategic Partnership

On 5 December 2013, Chinese President Xi Jinping held talks at the Great Hall of the People with President Viktor Yanukovych of Ukraine. Both sides exchanged in-depth views on further deepening China-Ukraine strategic partnership as well as issues of mutual interest and reached broad consensus.

Xi Jinping expressed that since the establishment of China-Ukraine strategic partnership in 2011, bilateral relations have entered a fast track of long-term healthy and stable development with smooth progress and broad prospects of cooperation in all fields. China is ready to work with Ukraine, from a strategic and long-term perspective, to adhere to mutual respect, equal treatment, mutual benefit and win-win outcomes and to fully strengthen cooperation in all fields so as to ensure that bilateral relations will always develop steadily along a correct track and direction and to benefit both peoples.

Xi Jinping raised a four-point proposal on further deepening China-Ukraine relations:

First, to strengthen high-level exchanges and to enhance strategic mutual trust. To keep close exchanges between the governments, legislative bodies and political parties of the two countries, to explore channels of policy communication and to exchange views in a timely manner on major issues in bilateral relations so as to build up consensus. To support each other on major issues concerning state sovereignty, independence and territorial integrity, to support the development path independently chosen by the other and to support each other's efforts to achieve development and rejuvenation.

Second, to earnestly promote practical cooperation. To fully leverage the role of China-Ukraine Inter-governmental Cooperation Committee, to strengthen cooperation in the fields of agriculture, energy resources, infrastructure construction, finance and high-tech and to steadily advance cooperation on major projects. Hope the Ukrainian side will create a more favorable and convenient environment for Chinese businesses.

Third, to unceasingly expand people-to-people and cultural exchanges. To strengthen exchanges and cooperation in the fields of scien-tech, education, culture, health, sports and tourism, to expand personnel exchanges and to well organize the exchange activities between the children of the two countries so as to enhance mutual understanding.

Fourth, to keep close cooperation in international and regional affairs. To promote the establishment of a fair and reasonable new international political order and to jointly cope with global challenges in order to safeguard common interests. Ukraine has once made important contributions to communication between the Eastern and Western civilizations and is located on the way that the Eurasia Continental Bridge must pass. Ukraine is ready to join in the building of "Silk Road Economic Belt". The Chinese side expresses welcome for this and is ready to discuss relevant cooperation with the Ukrainian side.

Yanukovych expressed full agreement with Xi Jinping on the proposals to further deepen bilateral relations, noting that the Chinese and Ukrainian peoples share fraternal friendship. The two countries trust and respect each other, with remarkable outcomes of friendly and mutually beneficial cooperation. Further deepening Ukraine-China strategic partnership conforms to the fundamental interest of the two countries and of the two peoples. Ukraine firmly adheres to the one-China policy and supports China's great cause of reunification. Ukraine is ready to strengthen high-level exchanges and inter-party contacts with China, to make the overall plan for and fully deepen practical cooperation as well as people-to-people and cultural exchanges in all fields and to keep close coordination and cooperation in international and regional affairs. Ukraine appreciates and supports the initiative of building the "Silk Road Economic Belt" proposed by the Chinese side and is ready to actively join in relevant infrastructure construction. More Chinese businesses are welcomed to invest in Ukraine and Ukraine is ready to provide facilitation in visa and other fields.

Both sides approved the China-Ukraine Strategic Partnership Development Plan (2014-2018).

Following the talks, the two heads of state jointly signed the Friendly Cooperation Treaty between the People's Republic of China and Ukraine and the Joint Statement between the People's Republic of China and Ukraine on Further Deepening Strategic Partnership. They also jointly witnessed the signing of a number of cooperation documents including the agreement on economic and technological cooperation between the two governments.

Prior to the talks, Xi Jinping held a welcome ceremony for Yanukovych at the North Hall of the Great Hall of the People. Vice Premier of the State Council Ma Kai, Vice Chairman of the Standing Committee of the National People's Congress (NPC) Ji Bingxuan, Vice Chairperson of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Li Haifeng and others were present.
