The Ministry of Foreign Affairs Holds a Briefing for Chinese and Foreign Media on President Xi Jinping's State Visits to Kyrgyzstan and Tajikistan and Attendance at the 19th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization (SCO) and the 5th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA)

On June 10, 2019, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Vice Foreign Minister Zhang Hanhui briefed the media on President Xi Jinping's upcoming state visits to Kyrgyzstan and Tajikistan and attendance at the 19th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization (SCO) and the 5th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), and answered questions from the journalists.

Zhang Hanhui said that President Xi Jinping will pay state visits to Kyrgyzstan and Tajikistan from June 12 to 16, and attend the 19th Meeting of the Council of Heads of Member States of the SCO in Bishkek and the 5th CICA Summit in Dushanbe. In the face of the changing international situation, China's relations with Central Asian countries, including Kyrgyzstan and Tajikistan, have maintained sustained, steady and sound development. China and Kyrgyzstan, and China and Tajikistan are truly good neighbors, good partners and good friends. Bilateral relations are at the best in history and enjoy broad prospects for development. During the visits to Kyrgyzstan and Tajikistan, President Xi Jinping will attend the welcome ceremonies, talks, signing ceremonies, welcome banquets and other state activities held by President Sooronbay Jeenbekov and President Emomali Rahmon, make new plans and new arrangements with the two heads of state for the future development of China-Kyrgyzstan and China-Tajikistan comprehensive strategic partnerships. They will further consolidate the political foundation of China-Kyrgyzstan and China-Tajikistan relations, and draw a new blueprint for China-Kyrgyzstan and China-Tajikistan cooperation in jointly building the Belt and Road Initiative, so as to translate the high-level political mutual trust into more tangible cooperation results, increase people's well-being, boost the development and revitalization of respective countries, and ensure greater development of China-Kyrgyzstan and China-Tajikistan relations under the new situation.

Zhang Hanhui pointed out that since the establishment of the SCO 18 years ago, the SCO has continuously consolidated unity and mutual trust, deepened mutually beneficial cooperation in various fields, actively participated in regional and international affairs, and played an important and constructive role in promoting regional peace and development as well as safeguarding international fairness and justice. Since the SCO Qingdao Summit last June, member states have earnestly implemented the outcomes of the meeting and pushed the SCO for new progress. During the SCO Summit, President Xi Jinping will attend an informal welcome banquet, take a group photo, have small and large-scale talks, and attend document signing ceremony, welcome dinner and other activities with leaders of other countries. President Xi Jinping will exchange views with leaders of other countries on the current development and prospects of the SCO and major international and regional issues, and have in-depth discussions on the new thinking and new measures to work together to meet challenges and risks as well as jointly promote safety and stability, development and revitalization under the current situation. The Chinese side will propose continuously carrying forward the "Shanghai Spirit", and put forward initiatives and propositions on consolidating unity and mutual trust of the SCO and deepening cooperation in such fields as politics, security, economy, people-to-people and cultural engagement and foreign exchanges, so as to jointly promote the SCO for a new round of development with all parties. At the summit, President Xi Jinping will sign and release the Bishkek Declaration with leaders of other member states, issue a press release and sign or approve cooperation documents covering many areas. During the summit, President Xi Jinping will also have bilateral meetings with leaders of relevant countries.

Zhang Hanhui pointed out that since its inception 27 years ago, the CICA has played an active role in enhancing communication, deepening mutual trust and strengthening cooperation for all parties. During its presidency of the CICA from 2014 to 2018, the Chinese side earnestly performed its duties, successfully held the Shanghai Summit, and advocated implementing the vision of common, comprehensive, cooperative and sustainable security in Asia, which was highly appraised by all parties of the CICA. Last September, the Chinese side handed over the presidency to Tajikistan. Under the new situation, the member states expect the CICA to maintain sound development momentum and play a greater role in advancing regional security, stability, development and prosperity. During the CICA summit, President Xi Jinping will attend such activities as group photo taking, leaders' meeting, and welcome banquet. The theme of this summit is "common vision: for a safe and more prosperous CICA region". The Chinese side will propose focusing on the development and changes of regional situation, continuing to practice the vision of common, comprehensive, cooperative and sustainable security, and further propelling cooperation in confidence-building measures in various fields of the CICA. The summit will adopt and release a declaration.

Zhang Hanhui stressed that with the joint efforts of all parties, President Xi Jinping's visits to Kyrgyzstan and Tajikistan and attendance at the SCO and the CICA Summit will be a complete success, and will certainly lead China-Kyrgyzstan and China-Tajikistan relations to a new level under the new situation, and push the SCO and CICA for new development at a new starting point and play an even greater role in building a new type of international relations and a community with a shared future for mankind.
