On December 17, 2023, President Xi Jinping sent a congratulatory message to the new Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah of Kuwait on his succession as Emir of Kuwait.

Xi Jinping noted that China and Kuwait enjoy profound traditional friendship and have made remarkable progress in bilateral relations since the establishment of diplomatic relations more than 50 years ago. China and Kuwait have, as always, firmly supported each other on issues concerning their respective core interests. Bilateral exchanges and cooperation in various fields have made positive progress, and the friendship between the two peoples has been continuously consolidated and deepened. Xi Jinping said that he attaches great importance to the development of China-Kuwait relations, and stands ready to work with Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah to take China-Kuwait strategic partnership to higher levels to the greater benefit of the two peoples.
