On July 19, 2023, President Xi Jinping exchanged congratulatory messages with Cambodian King Norodom Sihamoni on the 65th anniversary of the establishment of China-Cambodia diplomatic relations.

Xi Jinping pointed out that over the past 65 years since the establishment of diplomatic relations, the China-Cambodia relationship, having withstood the test of time and evolving international landscape, has grown from strength to strength. Xi Jinping recalled that he and King Sihamoni had a cordial meeting in Beijing and exchanged correspondence several times at the beginning of this year, jointly ushering in a new era of building a high-quality, high-level and high-standard China-Cambodia community with a shared future. China and Cambodia have deepened and fleshed out the "diamond hexagon" cooperation framework, made encouraging progress in building the "industrial development corridor" and the "fish and rice corridor", and held a series of colorful and successful events to celebrate the 65th anniversary of the establishment of China-Cambodia diplomatic relations and the Year of China-Cambodia Friendship. Xi Jinping said he attaches great importance to the development of China-Cambodia relations, and stands ready to work with King Sihamoni to enable the China-Cambodia friendship to bear more fruits and bring tangible benefits to the two peoples.

Sihamoni said that Cambodia and China enjoy a time-honored traditional friendship. On the basis of a high degree of mutual trust, mutual benefit and win-win cooperation, the two countries have established a comprehensive strategic partnership of cooperation, joined hands to build a community with a shared future, and forged an "ironclad" friendship. He is firmly confident that under the new circumstances, the friendly relations and mutually beneficial cooperation between Cambodia and China will surely be further consolidated, and the "ironclad" friendship between the two countries will be passed down from generation to generation. Cambodia is ready to work with China to deepen cooperation in various fields to bring benefits to the two countries and peoples and promote peace, stability, and prosperity in the region and the world at large.

On the same day, Premier Li Qiang of the State Council and Cambodian Prime Minister Samdech Techo Hun Sen exchanged congratulatory messages. Noting that this year marks the 65th anniversary of the establishment of China-Cambodia diplomatic relations and the Year of China-Cambodia Friendship, Li Qiang said the China-Cambodia relationship stands at a new starting point. He said he is ready to work with Prime Minister Hun Sen to guide various departments and sub-national authorities of the two countries to make concerted efforts to achieve more practical outcomes in China-Cambodia comprehensive strategic cooperation.

Hun Sen said that Cambodia firmly pursues the one-China policy, and supports the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative, and other major initiatives proposed by China. Cambodia is ready to work with China to deepen the building of a more substantive Cambodia-China community with a shared future, and safeguard the common interests of the two countries and peoples.
