On the morning of September 15, 2023, President Xi Jinping met at the Great Hall of the People with Cambodian Prime Minister Hun Manet who is on an official visit to China.

Xi Jinping pointed out that the fact that Prime Minister Hun Manet chose China as the destination of his first bilateral visit after taking office fully reflects the high importance the new Cambodian government attaches to consolidating and developing China-Cambodia friendship. China and Cambodia are ironclad friends. Since the establishment of diplomatic relations 65 years ago, the two sides have always maintained a high degree of mutual trust, treated each other as equals, and achieved win-win results, and have firmly supported each other in safeguarding national sovereignty, security, and development interests, which is what the China-Cambodia community with a shared future is essentially about. Starting from this year, the two sides have entered a new era of building a high-quality, high-level and high-standard China-Cambodia community with a shared future. China is ready to work with Cambodia to promote sustained and solid progress in building the China-Cambodia community with a shared future, and jointly set a fine example of building a community with a shared future for mankind.

Xi Jinping stressed that China firmly supports Cambodia in exploring a development path suited to its national conditions and stands ready to maintain regular strategic communication with Cambodia to deepen exchanges of governance experience. The two sides need to give full play to the role of the Intergovernmental Coordination Committee mechanism, follow through on the new action plan for building the China-Cambodia community with a shared future, enrich the China-Cambodia "Diamond Hexagon" cooperation framework, jointly build the "Industrial Development Corridor" and the "Fish and Rice Corridor", and work for the early implementation of relevant key cooperation projects. China is ready to carry out law enforcement and security cooperation with Cambodia on a regular basis and continue to crack down on cross-border crimes such as online gambling and wire fraud. The two sides need to continue to hold the series of events marking the Year of China-Cambodia Friendship, and expand cooperation in such fields as youth, education, tourism, and medical and health care, and at the sub-national level, so that China-Cambodia friendship will bring more benefits to the two peoples.

Xi Jinping pointed out that no matter how the international and regional situation may change, China will always be Cambodia's most reliable friend and most steadfast partner that Cambodia can count on. China is ready to work side by side with Cambodia to uphold international fairness and justice and safeguard the legitimate rights and interests of developing countries.

Hun Manet said that his decision to choose China as the destination of his first official visit overseas is to show that the new Cambodian government will continue to firmly pursue a friendly policy toward China and further carry forward the ironclad friendship between Cambodia and China. He said Cambodia stays committed to the one-China principle, firmly supports China in safeguarding its core interests, and supports the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by President Xi Jinping. Cambodia is grateful for China's strong support and assistance for Cambodia's economic and social development over the years, and stands ready to work with China to implement the important common understandings reached between the leaders of the two countries, deepen Belt and Road cooperation, strive for further development of bilateral cooperation in industry, agriculture, investment and people-to-people and cultural exchanges within the "Diamond Hexagon "framework, and build a Cambodia-China community with a shared future to bring more benefits to the two peoples. Cambodia is ready to work closely with China in regional and international affairs to take Cambodia-China relations to a new height.
