On October 18, 2023, Director-General of the Department of Consular Affairs of the Foreign Ministry Wu Xi and Director-General of the Department of Consular Affairs of the Ministry of Foreign Affairs of Mongolia co-chaired the 23rd round of consular consultations in Beijing. The two sides had an in-depth exchange of views on facilitating personnel exchanges, and safeguarding the safety and lawful rights and interests of overseas citizens and institutions, among others.

The two sides agreed to earnestly implement the important common understandings reached by leaders of the two countries, constantly elevate the level of consular cooperation, actively advance the arrangement for facilitating visa applications, and take concrete measures to ensure the safety and lawful rights and interests of overseas citizens and institutions, so as to take the China-Mongolia comprehensive strategic partnership to a new level.
