The Government of the People's Republic of China and the Government of the Republic of Iraq.

Being desirous, on the basis of the principles of mutual respect for territorial integrity and sovereignty, non-aggression, non-interference in each other's internal affairs, equality and mutual benefit and peaceful co-existence, to develop cooperation between the two countries in the fields of cultural relations and affairs, so as to promote mutual understanding and friendly relations between the two peoples, have decided for these purposes to conclude the present Agreement.

Article 1

Both Contracting Parties shall encourage and support the exchange of visits and interchange of experiences of each other's university professors, scholars, officials of governments cultural and educational departments and persons and students in the fields of literature, art, science, education, medicine, public health etc., and youth organizations and promote contacts between the corresponding institutions relating to the aforesaid fields recommended by the governments of both parties.

Article 2

Both Contracting Parties shall exchange students and establish for that purpose specified numbers of scholarships. Students of both Parties shall respect the system governing studies of the receiving country.

Article 3

Each Contracting Party shall act in accordance with the system governing studies of the other's country, with respect to diplomas and degrees of their students studying in the other Party's country. In case one Party does not keep the system of degrees, it may meet the requests of the other Party by issuing certificates. Detailed methods of evaluating certificates or degrees shall be settled in the yearly operational plan.

Article 4

Both Contracting Parties shall invite each other's professors, scholars and scientists to give short-term lectures or to teach for longer periods in the other's country.

Article 5

Both Contracting Parties shall study the establishment of academic chairs in their universities and cultural institutions for studying the language, literature and culture of each other's country. Methods concerning this shall be settled in the yearly operational plan.

Article 6

Both Contracting Parties shall encourage the cooperation between their athletic institutions and shall arrange for visits and friendly matches of their sport teams or individual sportsmen.

Article 7

Both Contracting Parties shall encourage and support cooperation in the fields of news broadcasting and television and the exchange of visits of journalists between the two countries, and shall send correspondents of official news agencies to be stationed permanently in each other's country.

Article 8

Both Contracting Parties shall encourage the exchange of visits and performances by artists and art ensembles.

Article 9

Both Contracting Parties shall, according to each other's needs and possibilities, make the culture of its own country better understood in the country of the other by means of:

(a) Exchange of periodicals and other publications and equipment and apparatus of science, culture and art;

(b) Exchange of picture, art and other cultural exhibitions;

(c) Exchange of cinema and television films, lantern slides and phonographic records;

(d) Translation and publication of the outstanding works in science, culture and art of the other country, and recommendation of the outstanding works in science, culture and art of its own country to the other for translation and publication;

(e) Inauguration of friendly activities mutually recommending culture and art of the other country;

(f) Exchange of duplicated antiquities or their reproductions, encourage and support the visits of archeologists and holding of temporary exhibitions in each others country.

Article 10

For the implementation of the present Agreement, both Contracting Parties shall each appoint two delegates to form a standing committee, which shall, according to the principles laid down in the present Agreement, negotiate the yearly operational plan and supervise and inspect its implementation.

Article 11

The Present Agreement shall come into force after approval by the Governments of both Contracting Parties and the exchange of notifications of approval. The present Agreement may be amended by mutual consent. If either of the Contracting Parties desires to terminate the present Agreement, a six-months advance notice in writing shall be given to the other.

The present Agreement is concluded in Baghdad on April 4th, 1959. Done induplicate in Chinese, Arabic and English languages, all three texts being equally valid. In the event of discrepancy in interpretation, the English text shall prevail.
