On October 21, 2023, Special Envoy of the Chinese Government on the Middle East Issue Zhai Jun attended the Cairo Summit for Peace on the Palestinian Question in the new administrative capital of Egypt. Heads of state and governments, foreign ministers, or senior representatives of 31 countries, including Egypt, Palestine, the United Arab Emirates, Qatar, Bahrain, Mauritania, South Africa, the UK, France, Germany, Japan, Brazil, and Russia, and responsible officials of the United Nations, the League of Arab States, the African Union, the European Union, and other international and regional organizations attended the summit.

In his remarks, Zhai Jun said that China attaches great importance to the evolving situation of the conflict between Palestine and Israel, feels deeply worried about the sharp escalation of the Palestine-Israel conflict causing a great number of civilian casualties and a humanitarian crisis, condemns any moves that harm civilians, opposes any acts that violate international law, and urges to immediately stop military moves that will further escalate the situation and to open up a humanitarian rescue and assistance passage.

Zhai Jun emphasized that the international community should uphold objectivity and justice, and take practical measures. The United Nations should promote the convening of a more authoritative and more influential international conference for peace at a larger scale as soon as possible, so as to pool international consensus for peace and work for a comprehensive, just and lasting solution to the Palestinian question at an early date.

Zhai Jun said that the continuous escalation of the Palestine-Israel conflict has proven again that the Palestinian question should not be neglected or forgotten. To end the cycle of the conflict between Palestine and Israel, it is essential to implement the two-state solution, establish an independent State of Palestine, and realize peaceful coexistence between Palestine and Israel. China will continue to work with all relevant parties of the international community to make unremitting efforts to end the war in Gaza at an early date, support the Palestinian people in restoring their lawful national rights, implement the two-state solution, and realize lasting peace and security in the Middle East.
