Educational and Cultural Agreement Between the Government of the People's Republic of China and the Government of the State of Qatar

The Government of the People's Republic of China and the Government of the State of Qatar, desiring to enhance and strengthen existing friendly ties in the educational, and cultural fields and in various student activities, and to promote mutual cooperation and understanding in such fields, at the same time, observing standing laws and regulations of the respective parties, have agreed on the following:

First-In the Field of General Education

Article (1)

Both parties shall strengthen and enhance existing relations between their respective countries in educational, research and cultural fields.

Article (2)

Both parties shall, within mutually agreed terms, exchange educational experts in the various stages of education to benefit from their expertise and conduct studies and research in the educational fields.

Article (3)

Each Party shall make available to the other party its expertise in the fields of adult education, literacy, technical and vocational education, special education care of talented students, and the exchange of visits by experts and professionals in such fields.

Article (4)

Each Party shall, within available resources, present the other party with the opportunity to be trained in the various educational fields and to take part in conferences and seminars held in the country of the other party.

Both Parties shall exchange programmes prepared for special courses intended to be held by either party in its country, each school year.

Article (5)

Each Party shall see that its school curricula include an adequate part of the other party's history, geography, culture and civilization that would allow the correct and proper understanding of both countries' images.

Article (6)

Both parties shall exchange educational information and study educational curricula in order to establish a system for equalizing school certificates and scientific degrees offered by institutions in both countries.

Article (7)

Both parties shall exchange expertise in the fields of educational and social activities and services, through exchanging expertise, consultation, studies, researches and visits of specialists in a way that contributes to the development and modernisation of the educational process in each country.

Article (8)

Both parties shall develop and enhance technical/Arts and school cooperation in the following aspects:

1. Exchange of student visits and tours and school sports teams.

2. Exchange of experiments and models in the field of teaching aids.

3. Cooperation in the field of school libraries.

4. Holding art exhibitions for paintings and handicrafts in both countries.

5. Exchange of musical and theatrical school troupes.

6. Participation in scouting seminars and conferences and exchanging visits in this area.

The above shall be done within the limits of available resources in both countries and through mutually agreed methods.

Article (9)

Both parties shall coordinate their efforts in the fields of educational, scientific and cultural cooperation, in the international specialized organizations and conferences.

Article (10)

Both parties shall extend every possible assistance to promote the teaching of the Arabic language in Qatar.

Second: In the field of Higher Education

Article (11)

Each Party shall allocate for the other party a number of scholarships and seats in its universities and scientific institutions in fields of specializations not available thereto, according to the needs of the concerned party and within the limits of capabilities and standing regulations in their respective countries.

Both parties shall also exert their best efforts to consider methods and conditions that are necessary to evaluate and equalize scientific university degrees and academic certificates, awarded by universities and higher institutes in their respective countries.

Article (12)

Both parties shall exchange university professors and lecturers to deliver lectures and hold seminars in accordance with mutually agreed terms.

Both parties shall also promote cooperation in the field of university education, through the exchange of information, scientific bulletins, research lists, scientific and literary studies and visits by experts and specialists.

Article (13)

Both Parties shall encourage development of cooperative relations between higher education institutes, through the exchange of researches and researchers.

Both Parties shall also organize meetings and visits between university sports teams and art troupes.

Third: The Field of cultural and Arts

Article (14)

Both Parties shall endeavour to develop and enhance cooperation between them in the fields of Culture and Arts through the following methods:

1) Support the mutual cooperation among their respective cultural and artistic institutions.

2) Exchange of Cultural and artistic publications as well as literary and artistic works.

3) Encouraging the exchange of visits by writers, artists and musicians from both countries.

4) Encouraging the exchange of visits by folklore troupes from both countries.

5) Encouraging holding cultural and artistic exhibitions by each party in the other party's country.

6) Encouraging establishment of exchange & cooperation among public libraries in both countries.

7) Encouraging translation and promotion of cultural publications and excellent artistic works produced in the other party's country.

8) Exchange of information concerning training programmes in the field of culture and arts.

Article (15)

Both Parties shall work on strengthening cooperation between their countries concerning museums and relics, through the following methods:

1) Exchange of archeological publications and bulletins.

2) Exchange of visits by archeological personnel and researchers, to the archeological sites and perusing historical documents kept in museums of both countries.

3) Holding archeological exhibitions in both countries.

Article (16)

Both parties shall cooperate in various fields of artistic activities pursuant to the request and capabilities of each party, particularly:

1) Exchange artistic experts in the fields of music, theatre and folklore.

2) Secondment of specialists in museums, libraries and historical documentation affairs.

Article (17)

Both parties shall encourage participation in book and arts exhibitions, as well as scientific, cultural and artistic conferences and seminars held in the other party's country.

Both parties shall work on coordination of their stances in the fields of culture and arts in the international specialized organization and conferences.

Article (18)

Both Parties shall undertake to protect the intellectual scientific and artistic property rights and well as taking care of various types of writing in accordance with laws and regulations applicable, concerning everything broadcasted or published as a production by any citizen of either party in the other party's country.

Fourth : General Provisions

Article (19)

1) Members of delegations and participants in conferences, seminars and courses, as well as all things related to the exchange of visits between both Parties, including the dates of convening such conferences, seminars and meetings and duration thereof, shall be specified through communications exchanged between both Parties, provided the other Party shall be informed prior to the specified date in sufficient time.

2) Each Party shall bear the expenses resulting from the execution of the provisions of this agreement according to the details of cooperation programmes setout for implementation.

3) In implementation of the terms and provisions included herein agreement, the delegating country shall bear the round trip travel expenses of its delegation to the hosting country.

The hosting country shall bear expenses related to accommodation, local transportation, and emergency medical treatment for delegation of the other country, in conformity with regulations applicable in both countries.

Article (20)

Both parties have agreed to consult each other, if deemed necessary, regarding execution of the annual executive programme hereof.

Article (21)

This agreement shall come into force as from the date of exchanging endorsement documents thereof, and shall be valid for a period of five (5) years, automatically renewable for similar periods, unless either party notifies the other in writing of his intention to terminate this agreement, at least six months prior to the expiry of the then current valid period.

Termination of this agreement shall have no effect on the existing or current programmes and projects.

On 09/04/1999, in duplicate in Chinese, Arabic and English Languages, and all texts shall have the same authenticity, provided that in case of any difference in interpretation the English version shall prevail.
