On Nov. 13, 2013, President Xi Jinping held talks with President Abde-Rabbuh Mansour Hadi of the Republic of Yemen at the Great Hall of the People. Both sides had an in-depth exchange of views on China-Yemen relations and issues of common concern, and reached broad consensus.

Xi Jinping said that China and Yemen and people of the two countries enjoy profound traditional friendship, bilateral cooperation has developed smoothly in all areas, and the two countries support each other on issues concerning each other's core interests and major concerns. No matter how the international situation changes, both sides are always each other's good friends, good brothers and good partners.

Xi Jinping stressed that China attaches great importance to developing China-Yemen friendly cooperative relations, respects Yemen's sovereignty and independence, respects the Yemeni people to independently choose their national development road, and supports Yemen's political transition and economic reconstruction. China is willing to strengthen friendly exchanges with the Yemeni government, legislative bodies, and political parties, exchange experiences in governing state affairs and dealing with politics, focus on bilateral cooperation in electric power, energy, communications, transportation, infrastructure construction, and other fields, and offer help to Yemen in health, education, culture, sports and other fields. China encourages competent Chinese enterprises to invest in Yemen, and hopes that Yemen can provide safe and good business environment for Chinese companies and people. China supports Yemen to fight terrorism and safeguard national security, and is willing to strengthen bilateral cooperation in counter-terrorism and in combating pirates. China will continue to push the international community to provide support and assistance to Yemen.

Abde-Rabbuh Mansour Hadi said that Yemen is committed to advancing the domestic political transition process through dialogues and consultations, to speeding up economic reconstruction, and to completely ending the turmoil as early as possible. Yemen thanks China's valuable support, firmly supports China in safeguarding state sovereignty, security and territorial integrity, and firmly supports China's peaceful reunification. Yemen hopes to develop strategic partnership with China, strengthening bilateral exchanges and cooperation in politics, economy, culture and other fields. Yemen welcomes Chinese enterprises investing in Yemen's electric power, oil, gas, and infrastructure construction.

Xi Jinping briefly introduced to guests the situation of the Third Plenary Session of the 18th CPC Central Committee. Xi said that the plenary session made overall deployment to comprehensively deepen reform. It is the top-level design for China to advance reform under the new situation, and will produce a far-reaching influence on China's development. Reform and opening-up is a new great revolution carried out by the Chinese people of all ethnic groups, led by the Communist Party of China in the new era, and has epoch-making significance. The revolution has already been going on for 35 years, and now it's our responsibility to continue to promote this new great revolution. We propose that the overall goal of comprehensively deepening reform is to perfect and develop the socialist system with Chinese characteristics, to promote the modernization of national governance system and governance abilities, and to speed up the development of the socialist market economy, democratic politics, advanced culture, harmonious society, and ecological civilization, making more development fruits benefit all the people in a fairer way.

Xi Jinping said to Abde-Rabbuh Mansour Hadi that you're the first foreign leader I meet after the Third Plenary Session of the 18th CPC Central Committee, and I'm glad to introduce to you the positive results of the plenary session. We believe that China comprehensively deepening reform will not only provide strong driving force for China's development and progress, but also bring more development opportunities for all countries in the world, and inject new strong momentum into China-Yemen cooperation.

Abde-Rabbuh Mansour Hadi extended congratulations on the success of the Third Plenary Session of the 18th CPC Central Committee, and believed that "The Decision of the CPC Central Committee on Several Important Issues of Comprehensively Deepening Reform" passed at the plenary session will certainly vigorously promote China's further development and expand China's exchanges and cooperation with various countries. Hadi said that Yemen admires China's development achievements. China's development is conducive to promoting the world peace and prosperity, and the fairness and justice of human being.

After the talks, the two heads of state jointly witnessed the signing of the economic and technological cooperation agreement between the two governments, and other cooperation documents.

Before the talks, Xi Jinping held a welcome ceremony for Abde-Rabbuh Mansour Hadi at the North Hall of the Great Hall of the People. Vice-Chairman of the Standing Committee of the National People's Congress (NPC) Chen Zhu, State Councilor Yang Jiechi, Vice-Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Wang Qinmin, and others were present.
