Xi Jinping Holds Talks with President Ilham Aliyev of Azerbaijan Both Heads of State Agree to Further Develop and Deepen China-Azerbaijan Friendly Cooperative Relations

On December 10, 2015, President Xi Jinping held talks at the Great Hall of the People with President Ilham Aliyev of Azerbaijan. Both heads of state agreed to jointly lead the continuous, sound and stable development of China-Azerbaijan relations so as to bring more benefits to both peoples.

Xi Jinping pointed out that for many years, China and Azerbaijan have been pushing forward bilateral relations, enhancing political mutual trust and deepening cooperation in various areas in the principle of equality, mutual benefits and mutual respect. China-Azerbaijan friendly cooperative relations enjoy firm foundation and broad prospects. The Chinese side is willing to, together with Azerbaijan, chart course for the future development of bilateral relations and continuously push for new progress in cooperation in various areas. The Chinese side speaks highly of Azerbaijan's active response and support to China's initiative of jointly building the Silk Road Economic Belt. The signing of the Memorandum of Understanding on Construction of the Silk Road Economic Belt between both governments today marks that the practical cooperation between the two countries has entered into a new phase.

Xi Jinping stressed the development strategies of China and Azerbaijan fit in with each other and China stands ready to, together with Azerbaijan, strengthen communication on policies and docking of development strategies, and produce more converging points of interests in the principle of mutual benefits and win-win results so as to keep enriching the connotation of the bilateral friendly cooperative relations. The two countries can jointly develop major projects that meet the practical demands of Azerbaijan in energy, communication and infrastructure and other areas in order to comprehensively elevate the level of bilateral practical cooperation. The Chinese side will boost cooperation in finance and transportation with Azerbaijan, and create favorable conditions for the realization of the common development and prosperity of all countries in the region as well as friendly exchanges among peoples. Both sides should expand cooperation in culture and education and promote exchanges between the two countries' parliaments, social organizations, youth groups and media so as to promote mutual understanding between the two peoples and consolidate the social and public opinion foundation for the long-term development of China-Azerbaijan relations. China is willing to strengthen cooperation in law enforcement and security with Azerbaijan to earnestly safeguard the interests of both countries and peoples.

Xi Jinping pointed out the two countries share same or similar stances in a series of major international and regional issues. The Chinese side is willing to enhance communication with the Azerbaijani side in international and regional affairs, and strengthen coordination within the Conference on Interaction and Confidence-Building Measures in Asia (CICA) mechanism and Shanghai Cooperation Organization (SCO) so that the international order can move towards a more fair and reasonable direction.

Ilham Aliyev noted that he completely agrees with President Xi Jinping's comment on the bilateral relations. Azerbaijan and China are good friends and partners. Recent years have witnessed the rapid development of bilateral cooperation in politics, economy, and people-to-people and cultural exchanges. During his visit to China, a series of cooperation documents will be signed between the two countries, which are believed to promote bilateral relations for further development. China's development is a positive energy to the world. The Azerbaijani side is glad to see China realizing its own development strategy, and stands ready to actively support the "Belt and Road" initiative and participate in relevant cooperation. The Azerbaijani side speaks highly of China's important role in international affairs and is willing to deepen cooperation with China in international organizations.

After the talks, both heads of state singed the Joint Statement on Further Developing and Deepening China-Azerbaijan Friendly Cooperative Relations, and witnessed the signing of the Memorandum of Understanding on Construction of the Silk Road Economic Belt as well as a series of bilateral cooperation documents in areas including economy and trade, judicature, civil aviation, education, transportation and energy.

Prior to the talks, Xi Jinping held a welcoming ceremony for Ilham Aliyev at the North Hall of the Great Hall of the People. Vice Chairman of the Standing Committee of the National People's Congress Chen Changzhi, State Councilor Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Liu Xiaofeng and others attended aforementioned activities.
