On December 10, 2015, Chairman of the Standing Committee of the National People's Congress (NPC) Zhang Dejiang met with President Ilham Aliyev of Azerbaijan at the Great Hall of the People.

Zhang Dejiang said that since the establishment of the diplomatic relations between China and Azerbaijan, both sides have always respected each other, treated each other sincerely and supported each other, and bilateral relations keep a good development momentum. The Silk Road Economic Belt initiative put forward by President Xi Jinping fits in with Azerbaijan's development strategy, and therefore both sides can reinforce docking of development strategies, and deepen and raise the level of cooperation, so as to benefit the two peoples. The NPC of China is willing to enhance friendly cooperation with the National Assembly of Azerbaijan to carry out exchanges and mutual learning in legislation supervision and others, create sound legal environment for friendly cooperation and personnel exchanges, and implement well the important consensus reached by the two heads of state, so as to constantly boost continuous and healthy development of bilateral relations.

Ilham Aliyev said that Azerbaijan is committed to developing relations with China, and will actively participate in construction of the Silk Road Economic Belt, strengthen parliamentary exchanges between the two countries, and increase mutual political support, so as to jointly promote development and stability in the region.
