On April 24, 2019, President Xi Jinping met with President Ilham Aliyev of Azerbaijan at the Great Hall of the People.

Xi Jinping pointed out that Azerbaijan is an important cooperative partner of China in the Eurasian region and one of the first countries to respond to and actively participate in the Belt and Road Initiative (BRI). A series of achievements have already been reaped in China-Azerbaijan cooperation, bringing benefits to the two peoples. The Chinese side supports the development path chosen by the Azerbaijani people in accordance with their national conditions and the efforts of the Azerbaijani side to develop its economy and improve people's livelihood. China and Azerbaijan share broad prospects for the joint construction of the BRI. The Chinese side stands ready to work with the Azerbaijani side to take the BRI as an opportunity to align the development plans of the two sides, deepen cooperation in infrastructure construction and other extensive areas, expand cultural, educational and local exchanges, and enhance mutual understanding and friendship.

Ilham Aliyev said that Azerbaijan regards China as a firm friend and partner and unreservedly supports the Chinese side on issues concerning its core interests and major concerns. Azerbaijan has actively responded to and participated in the BRI since its inception. The two countries have seen rapid growth in bilateral economic and trade cooperation and enjoy huge potential of cooperation in such areas as investment, oil and gas exploitation, agriculture, telecommunication and tourism. The Azerbaijani side is willing to build an international transport corridor across the Caspian Sea by taking advantage of its unique geographic location to boost regional connectivity. The Azerbaijani side is also willing to join hands with the Chinese side in cracking down on the "three forces" of terrorism, separatism and extremism. The Azerbaijani side congratulated China on making stable development by following the path chosen on its own and making huge achievements.
