On September 1, 2014, Special Envoy of President Xi Jinping and Vice Foreign Minister Zhang Yesui attended and addressed the third International Conference on Small Island Developing States held in Samoa.

During the meeting, Special Envoy Zhang Yesui met with the Head of State Tupua Tamasese Tupuola Tufuga Efi and Prime Minister Tuilaepa Lupesoliai Sailele Malielegaoi of Samoa as well as Secretary General Ban Ki-moon of the United Nations, exchanging views on such issues as China-Samoa relations, climate change and the sustainable development of small island developing states.
