Xi Jinping Holds Talks with President José Eduardo dos Santos of Angola, Stressing that China-Angola Win-win Cooperation and Common Development Are Based on Mutual Needs, Advantages and Opportunities

On June 9, 2015, President Xi Jinping held talks with President José Eduardo dos Santos of Angola at the Great Hall of the People. The two heads of state spoke highly of China-Angola friendly cooperation, and agreed to join their efforts to comprehensively deepen China-Angola strategic partnership and transform the advantage of bilateral traditional friendship into the impetus of win-win cooperation to better benefit the two peoples.

Xi Jinping pointed out that China and Angola are good brothers and long-term strategic partners. During my visit to Angola in 2010, the two countries formally established the strategic partnership. Over the past five years, bilateral friendly cooperation in all areas has scored remarkable achievements, bringing tangible benefits to the two peoples. I believe Mr. President's visit will inject new impetus to China-Angola strategic partnership.

Xi Jinping stressed that China-Angola win-win cooperation and common development are based on mutual needs, advantages and opportunities. Both sides should stick to the right development direction of the China-Angola relations from a strategic and long-term perspective, enhance political mutual trust, support each other in the independent choice and improvement of development road, and provide mutual understanding and support on issues regarding each other's core interests and major concerns. Both sides should maintain the sound momentum of high-level exchanges and bring about close exchanges between government departments, legislatures and local governments. Both sides should focus on deepening win-win cooperation. China is willing to work with Angola to transform the advantage of bilateral traditional friendship into the impetus of win-win cooperation, comprehensively deepen mutually beneficial cooperation, help Angola turn the advantage of abundant natural and human resources into development outcomes that benefit the people, and provide comprehensive cooperation for Angola to achieve independent and sustainable development. China is willing to encourage and support Chinese enterprises to invest and develop in Angola, participate in the construction of industrial parks and infrastructure in Angola and help Angola realize a diversified economic development. China is willing to work with Angola to innovate upon the modes of mutually beneficial cooperation in fields of investment and financing, negotiate and sign agreements on cooperation in currency swap settlement as soon as possible, and negotiate and sign agreements on bilateral investment protection and avoidance of double taxation at an early date. Both sides should strengthen people-to-people and cultural exchanges and cooperation in aspects such as education, culture, sports, medical services, health care, media, think tank and tourism. China will continue to support Angola in strengthening human resources development and is willing to cooperate with Angola in running the Confucius Institute at the Agostinho Neto University well. China is willing to strengthen cooperation with Angola in international institutions such as the UN Security Council, and to strengthen coordination and cooperation on issues such as post-2015 international development agenda, climate change and peace and development in Africa so as to safeguard the common interests of the developing countries.

Xi Jinping pointed out that China and Africa have always been a community of common interests and destiny that goes through thick and thin together, and it is China's long-term and firm strategic choice to strengthen unity and cooperation with the African countries. China is willing to maintain close communication with Angola and other friendly African countries, make new plans and deployment for the China-Africa relations and mutually beneficial cooperation through mechanisms such as the Forum on China-Africa Cooperation, and comprehensively promote the new model of China-Africa strategic partnership with win-win cooperation as the core, so as to advance the common development of China and Africa and make the two peoples deeply feel the tangible benefits brought by China-Africa friendship.

José Eduardo dos Santos said that he totally agrees with President Xi Jinping's comments on the Angola-China relations. Angola maintains deep mutual trust and mutually beneficial cooperation with China, laying a solid foundation for bilateral strategic partnership. Angola thanks China for its long-term and strong support for Angola's national reconstruction and economic and social development. Under the new situation, the strengthening and expanding of cooperation between both sides under the framework of Angola-China strategic partnership will greatly promote the development of Angola. Angola is willing to further deepen and develop profound friendship with China and give full play to the huge potential of bilateral cooperation. The Angolan government is devoted to national economic diversification and hopes to strengthen cooperation with China in areas such as infrastructure, education, science, technology, electricity, personnel training, agriculture, industry and finance. The Angolan government will strive hard to provide a favorable environment and conditions for Chinese enterprises to invest and start business in Angola. Angola and China share similar positions on many international and regional issues. As a non-permanent member of the UN Security Council, Angola is willing to further strengthen cooperation with China in aspects such as safeguarding world peace and stability and promoting a harmonious and stable international environment.

After the talks, the two heads of state jointly witnessed the signing of bilateral cooperative documents in areas such as economy, trade, transportation, electricity and finance.

Prior to the talks, Xi Jinping held a welcome ceremony for José Eduardo dos Santos at the square outside the East Gate of the Great Hall of the People. Vice Chairman of the Standing Committee of the National People's Congress Arken Imirbaki, State Councilor Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Zhang Qingli and others were present.
