Huang Ju Holds Talks with Botswanan President

On November 20, 2005, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Huang Ju held talks with Botswanan President Festus Mogae in Gaborone. Both sides exchanged views on bilateral relations and other issues of common interest and reached important consensus.

Huang said that since the establishment of diplomatic ties 30 years ago, bilateral relations have been developing smoothly, mutually beneficial cooperation in economy and trade has been continuously expanded and scored gratifying achievements and both sides have maintained coordination and cooperation in international affairs. China appreciates Botswana for adherence to the one-China policy and precious support in international affairs. In recent years, bilateral trade has been growing rapidly with an increasing of mutually beneficial cooperation between businesses of both sides and related cooperation programs have yielded good effects. Bilateral relations have also maintained sound development momentum. Facts have proven that bilateral friendship has withstood the tests of time and the changing situation. China attaches great importance to relations with Botswana and is full of confidence about the wonderful future of bilateral friendly cooperative relations.

Huang noted that both sides, as countries of great significance in their respective regions, get committed to their own development. Both economies are highly complementary to each other and enjoy huge cooperation potential. To strengthen cooperative relations conforms to fundamental interest of both sides. In order to push bilateral relations and mutually beneficial cooperation to a higher development level, China would like to make efforts with Botswana in the following aspects. First, to strengthen high-level exchanges, build up mutual understanding and trust, consolidate traditional friendship and lay a solid political foundation for all-round development of bilateral relations. Second, to expand exchanges and cooperation between governments, parliaments, parties and non-governmental organizations of both sides so as to inject new content into the development of bilateral relations. China would like to exchange experience with Botswana in governing a state and promote economic growth and harmonious development of their respective countries. Third, to expand economic and trade cooperation, give play to each other's complementary advantages and pursue common development. China would like to continue supporting Botswana's cause of social and economic development and encourage Chinese businesses with strength and good reputation to invest in Botswana. China will work with Botswana to take active measures in a bid to push for balanced bilateral trade in the process of development. Economic and trade departments of both sides can strengthen consultations to push bilateral economic and trade cooperation for steady and sound development. Fourth, to strongly advance exchanges and cooperation in the areas of humanities including culture, education and tourism and further expand the foundation of bilateral friendly cooperation. China decided to list Botswana as a tourist destination country for Chinese citizens going abroad on their own expenses. Fifth, to strengthen communication and consultations in international affairs, jointly respond to global challenges and safeguard rights and interest of developing nations.

When talking about China-Africa relations, Huang indicated that China has always attached great importance to China-Africa traditional friendship and cooperative relations of mutual benefits. During the UN Summit, Chinese President Hu Jintao announced China's five important measures to support accelerated development of developing nations and Africa, as a continent housing the largest concentration of developing countries, will be the main beneficiary of these measures. These measures reflect China's sincere aspiration to assist developing nations with their accelerated progress and also provide new favorable opportunities for in-in-depth development of China-Africa cooperative relations. China will make joint efforts with African countries including Botswana within the framework of China-Africa Cooperation Forum, earnestly implement these measures and open a new situation for China-Africa friendly cooperation.

Mogae fully agreed with Huang's positive comments on bilateral relations and his suggestions on further strengthening bilateral cooperative relations. He said that since the establishment of diplomatic ties, both sides have always shown mutual support and assistance to each other and conducted fruitful cooperation in the areas of resources exploitation, infrastructure construction, agriculture and medical health. Botswana's development has also benefited from the assistance offered by China for a long period of time. Currently, both sides have witnessed frequent high-level exchanges and sound development of bilateral relations. Botswana would like to enhance friendly cooperation with China in various areas according to China's suggestions and welcomes Chinese businesses to invest in Botswana and participate in its development. Mogae reaffirmed that Botswana will continue to adopt the one-China policy.

Mogae said that China has made active contributions to national independence and economic growth of Botswana, South African countries and Africa at large and is a reliable friend of African people. China has always upheld justice and played an important role in international affairs. It wins much admiration from all African countries. The important measures announced by President Hu Jintao are beneficial to development of African nations, show once again the sincere friendship China holds towards African countries and receive widespread welcome from all African countries. Botswana would like to work with China to push for continuous development of Botswana-China and Africa-China friendly cooperative relations.

Following the talks, Huang and Mogae jointly attended the signing ceremony of 3 cooperation documents including the agreement on economic and technological cooperation between both sides.

On the same day, Huang met with the staff of the Chinese Embassy in Botswana and representatives from Chinese-funded institutions and overseas Chinese in Botswana.

On the night of the same day, Huang attended the welcoming banquet held by Mogae.
