Xi Jinping and President Teodoro Obiang Nguema Mbasogo of Equatorial Guinea Hold Talks, Deciding to Uplift Bilateral Relations to Comprehensive Cooperative Partnership

On April 28, 2015, President Xi Jinping held talks with President Teodoro Obiang Nguema Mbasogo of Equatorial Guinea at the Great Hall of the People, and the two heads of state agreed to uplift bilateral relations to a comprehensive cooperative partnership featuring equality, mutual trust and win-win cooperation.

Xi Jinping pointed that as an old and good friend of the Chinese people, President Teodoro Obiang Nguema Mbasogo has for long dedicated to developing friendly relations with China and actively promoted bilateral cooperation in all areas. This year marks the 45th anniversary of the establishment of bilateral diplomatic relations. Over the last 45 years, the two governments and peoples have always helped and supported each other through thick and thin with bilateral friendship growing even firmer and taking deep roots in people's hearts.

Xi Jinping stressed that China will work with Equatorial Guinea to translate the bilateral traditional friendship into the force driving common development and promote bilateral friendly cooperative relations to new highs. Both sides should firmly keep to the general direction of bilateral friendly relations, continue understanding and supporting each other on issues related to their core interests and major concerns, maintain the momentum of high-level exchanges and enhance bilateral exchanges and cooperation in all fields and at all levels. Both sides should carry out industrial connection and production capacity cooperation. China is willing to encourage its advantageous industries to develop in Equatorial Guinea and transfer its high-quality production capacity to the country so as to help the country construct and improve infrastructure. China also encourages its financial institutions to offer relevant financing support to Equatorial Guinea within the cooperation framework of a package of China-Equatorial Guinea mutually preferential loans. China will boost exchanges and cooperation with Equatorial Guinea in such fields as education, culture, medical and health care, sports, press and media thus facilitate bilateral personnel exchanges, and welcomes more Equatorial Guinean youths to come to China for studying and training. China will strengthen communication with Equatorial Guinea on a series of regional and international affairs including the post-2015 international development agenda as well as African peace and development.

Teodoro Obiang Nguema Mbasogo expressed that he agrees to Xi Jinping's evaluation on bilateral relations. The two countries have maintained traditional friendly cooperative relations and mutual support and actively carried out equal cooperation. Equatorial Guinea thanks China for its long-term support and assistance to Equatorial Guinea, which have powerfully advanced economic and social development of Equatorial Guinea. His visit to China is aimed at continuously deepening bilateral relations in all fields and intensifying bilateral exchanges and cooperation at all levels. Equatorial Guinea hopes to see a greater role of China in international affairs.

Xi Jinping noted that the Asian-African Summit held in Indonesia not long ago reviewed the ten principles governing international relations established at the Bandung Conference 60 years ago. China always backs the efforts of African countries in safeguarding their own independence, peace, stability and development. China and Africa are always a community of common destiny sharing weal and woe, and developing friendly cooperative relations with African countries is always the cornerstone of China's foreign policy. As the largest developing country as well as the continent with the most developing countries respectively, China and Africa serve as each other's development opportunities, and enhancing China-Africa cooperation is in line with the fundamental interests of both sides. As this year marks the 15th anniversary of the establishment of the Forum on China-Africa Cooperation, China will work with Africa to plan bilateral cooperation in the next 3 years and introduce more new measures meeting the needs of both sides.

Teodoro Obiang Nguema Mbasogo said that African countries are still facing huge challenges in maintaining stability and pushing forward development, and are grateful for China's long-term active support with no political conditions attached, which is crucial for their development under the new circumstances.

Following the talks, both sides jointly issued the Joint Communiqué on Establishing Comprehensive Cooperative Partnership Between the People's Republic of China and the Republic of Equatorial Guinea. The two heads of state together witnessed the signing of bilateral cooperative documents in such fields as diplomacy, education, economy, technology, trade, aviation and finance.

Prior to the talks, Xi Jinping held a welcome ceremony for Teodoro Obiang Nguema Mbasogo at the square outside the East Gate of the Great Hall of the People. President Xi Jinping's wife Mme. Peng Liyuan, Vice Chairman of the Standing Committee of the National People's Congress Ji Bingxuan, State Councilor Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Chen Yuan and others were present.

During the visit, President Teodoro Obiang Nguema Mbasogo announced donating the China- Equatorial Guinea Friendship Primary School to Jinping County of Yunnan Province. Twelve representatives of teachers and students of the school attended the welcome ceremony.
