Xi Jinping Holds Talks with President Ellen Johnson Sirleaf of Liberia Both Agree to Build China-Liberia Comprehensive Cooperative Partnership

On November 3, 2015, President Xi Jinping held talks with President Ellen Johnson Sirleaf of Liberia at the Great Hall of the People. The two heads of state agreed to make joint efforts to build China-Liberia comprehensive cooperative partnership so as to better benefit the two peoples.

Xi Jinping first congratulated on the historic victory of the Liberian government and people under the leadership of President Ellen Johnson Sirleaf in ending the Ebola epidemic. Xi Jinping pointed out that a friend in need is a friend indeed. China has made its contributions to the defeat of Ebola in the three Western African countries including Liberia. We are delighted for it. The Chinese government has decided to continue to provide the three countries with a new aid package so as to support their post-Ebola re-construction and help them strengthen public health system and capacity building.

Xi Jinping stressed that China attaches great importance to China-Liberia relations, and is willing to, together with Liberia, establish China-Liberia comprehensive cooperative partnership. The two sides should maintain the sound momentum of high-level exchanges, enhance contacts at various levels and in all areas and boost mutual understanding. China is ready to, together with Liberia, comprehensively deepen mutually-beneficial cooperation in such areas as infrastructure construction, maritime transportation, agriculture and fishery, production capacity and manufacturing, and help Liberia turn its rich natural resources into development results beneficial to its people and realize independent and sustainable development. China is willing to, together with Liberia, enhance exchanges and cooperation in medical treatment and health care, education, culture, media, think tank and other areas and constantly expand the social and public opinion foundations of bilateral friendship. China will assist Liberia in establishing and improving public health and epidemic prevention systems, increase the number of government scholarships for Liberia and help Liberia train and cultivate much-needed talents for its national economic and social development. China is ready to continue to strengthen security cooperation with Liberia and to take part in the United Nations Mission in Liberia and help Liberia strengthen capacity building in keeping stability. We are ready to strengthen coordination and cooperation with Liberia on the 2030 Agenda for Sustainable Development, peace and development in Africa and other issues so as to safeguard common interests of the developing countries.

Xi Jinping emphasized that China and Africa have always been a community of common destiny sharing weal and woe, and a community of shared interests featuring win-win cooperation. The traditional friendship between China and Africa is deeply rooted in people's hearts, and promoting solidarity and cooperation with African countries has always been the cornerstone of China's foreign policy. The Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) will be held next month. China is willing to make joint efforts with all FOCAC members to make this summit a grand event for strengthening China-Africa solidarity and jointly planning the future of China-Africa cooperation.

Ellen Johnson Sirleaf noted that Liberia's tough struggle with the Ebola epidemic obtained precious support from China. China was the first country to lend a helping hand to the three Western African countries including Liberia. During her visit to China this time, she would like to first extend her appreciation to China. China is Liberia's true and trustworthy friend. Liberia cherishes its traditional friendship with China, will adhere to the One-China policy and is ready to consolidate and strengthen the friendly relations with China based on mutual respect, equality and mutual benefit. China's development achievements are admirable and its development experience is worthy of learning. Liberia is at an important stage of national reconstruction and development and expects to expand bilateral cooperation in areas like agriculture, metallurgy, infrastructure, education, peace-keeping and oceans. Liberia is ready to maintain coordination and cooperation with China in major international agendas and believes that with the joint efforts of African countries and China, the FOCAC Summit will be a success.

After the talks, the two heads of state jointly witnessed the signing of intergovernmental cooperative documents concerning visa facilitation, economic and technological cooperation, maritime transportation and others.

Prior to the talks, Xi Jinping held a welcome ceremony for Ellen Johnson Sirleaf in the North Hall of the Great Hall of the People. Chen Changzhi, Yang Jiechi, Wang Zhengwei and others attended the ceremony.
