Huang said that though China and Madagascar are located afar, the peoples of the two countries have maintained a profound friendship. Starting from the 15th century, there have been Chinese living and doing business in Madagascar. They have been living in harmony with the local people and contributed to the construction and development of Madagascar. Since the establishment of diplomatic ties, the bilateral friendly relationship has been deepened on the basis of the five principles of peaceful co-existence and withstood the tests of fluctuating international and domestic situations. With the concerted efforts by both sides, the reciprocal cooperation in various sectors has been expanded; both countries have maintained close consultation and coordination in international affairs; and the friendly and cooperative relation has maintained a sound momentum of fast and comprehensive development. Huang said that the Chinese side highly appreciates the Malagasy government and legislative bodies for their consistent adherence to the one-China policy and their support to the grand cause of China's reunification. Huang indicated that China would like to join hands with Madagascar to push for the constant growth of the friendly cooperative relation between the two countries for the benefits of the two peoples.

Huang said that the National People's Congress of China (NPC) maintained sound exchange and cooperation with the Senate and the National Assembly of Madagascar, which is an important component of the bilateral friendly relation. The NPC wishes to further such exchange and cooperation with the Malagasy legislative bodies so as to make greater contributions to consolidating the friendship between the two peoples and advancing the all-round development of bilateral relations.

Rakotomaharo and Rahiniriko said that the Madagascar-China relationship is long lasting and the two peoples are bonded together by a kind of special feeling. Since the establishment of diplomatic ties, bilateral relations have been moving smoothly, with the mutually beneficial cooperation deepened and remarkable progress achieved. This has promoted the economic and social progress of Madagascar. The Malagasy side feels stimulated by the rapid economic growth and scientific progress of China and hopes that China could make greater achievements and the bilateral cooperation could achieve further growth. The Malagasy legislative bodies would like to strengthen the existing cooperative relation with the NPC and make unremitting efforts to consolidate the brotherly friendship between the two countries and peoples and achieve common development.
