Wang Yi: Convert Ten Major China-Africa Cooperation Plans to Concrete Actions in China-Namibia Cooperation

On February 5, 2016 local time, Foreign Minister Wang Yi held talks in Windhoek with Deputy Prime Minister and Minister of Foreign Affairs Netumbo Nandi-Ndaitwah of Namibia.

Wang Yi said, Namibia has maintained political stability and economic development for a long time. In recent years, Namibia has proposed to develop economy, improve people's livelihood, eliminate poverty, and achieve the "Second Revolution" goal of national economic independence, which shows new bright prospects.

Wang Yi said, China stood firmly with Namibia in striving for the national liberation and will become Namibia's most reliable cooperation partner in its course of pursuing economic independence. The important meeting between President Xi Jinping and President Hage Geingob during the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) charted the course for China-Namibia relations. Both sides shall convert the ten major China-Africa cooperation plans proposed by President Xi Jinping to concrete actions in China-Namibia cooperation, the traditional friendship between the two countries to mutually beneficial cooperation achievements, and Namibia's rich resources to the engine in national development.

Firstly, China is willing to enhance political mutual trust with Namibia, promote exchanges and cooperation among government departments and between the ruling parties, and learn from each other' s experience in state governance.

Secondly, China is willing to identify priority fields for cooperation with Namibia in accordance with the ten major China-Africa cooperation plans and in consideration of Namibia's national conditions and demands. First, we will take cooperation in solar energy and wind energy as the starting point to help Namibia solve power problems and improve its infrastructure. Second, we will make efforts to develop marine economy and port-neighboring industrial parks to help Namibia explore new economic growth points. Third, the emphasis should be put on cooperation in farming, animal husbandry and fishery so as to help Namibia realize food security. Fourth, we will take cooperation in mining and processing and manufacturing as an engine to help Namibia accelerate independent and sustainable development. Fifth, the cooperation in poverty reduction and improvement of people's well-being should be enhanced to consolidate the public opinion basis for China-Namibia friendly relations.

Thirdly, China is ready to deepen cooperation with Namibia in international and regional affairs to jointly safeguard the common interests of both countries and other developing countries.

Netumbo Nandi-Ndaitwah said that China has been a sincere, reliable and trustworthy friend of Namibia for a long time. China had provided great support to Namibia in its struggling for national independence and has maintained close cooperation with Namibia in its national construction. In the new century, China-Africa relations have been constantly enhanced within the framework of the FOCAC, and the relations between China and the African countries have been deepened continuously. The Johannesburg Summit of the FOCAC will be a new start of China-Namibia relations and China-Africa relations. After the meeting between President Hage Geingob and President Xi Jinping during the Summit, Namibia has begun to work out a comprehensive plan to earnestly implement the important consensus reached by the two heads of state in regard to deepening bilateral relations. The ten major China-Africa cooperation plans put forward by President Xi Jinping are in line with the "2063 Agenda" formulated by the African Union and the sustainable development goals for 2030 made by the United Nations, and fit with the developing focus of Namibia. Namibia stands ready to conduct mutually beneficial cooperation with China in fields such as manufacturing, infrastructure construction, human resources development, agriculture and energy so as to advance the national construction of Namibia. Namibia is also willing to deepen the cooperation with China in international affairs.
