Xi Jinping Holds Talks with President Hage Geingob of Namibia <br>The Two Heads of State Jointly Agree to Establish China-Namibia Comprehensive Strategic Cooperative Partnership

On March 29, 2018, President Xi Jinping held talks with President Hage Geingob of Namibia at the Great Hall of the People. The two heads of state jointly agreed to establish China-Namibia comprehensive strategic cooperative partnership.

Xi Jinping pointed out that both countries and the two parties have enjoyed a profound traditional friendship, stood side by side in struggles against imperialism and colonialism, supported each other in national building, and continuously consolidated friendly cooperation, which should be doubly treasured by both sides. At present, both China and Namibia have entered new development stages. The development strategies of the two countries highly match one another. Both sides share similar governance philosophy, and enjoy complementary advantages in economic cooperation. As an "all-weather" friend of Namibia, China is ready to work with Namibia to boost China-Namibia relations for continuous steady and positive development so as to better benefit the two peoples.

Xi Jinping stressed that China and Namibia should, starting from the new point of the comprehensive strategic cooperative partnership, enhance high-level exchanges and friendly exchanges and cooperation at all levels, continuously increase political mutual trust, and firmly support each other on issues concerning respective core interests and major concerns. Combining with respective advantages, the two sides should well grasp the priority areas and key projects, and fully tap potential to continuously deepen bilateral mutually beneficial and win-win cooperation. China welcomes Namibia to actively participate in the "Belt and Road" construction, and is willing to jointly seize opportunities with Namibia to strengthen policy communication and alignment of plans, and facilitate cooperation in key areas. China and Namibia should enhance people-to-people and cultural exchanges, and cement the social public opinion foundation of bilateral friendship. China stands ready to intensify cooperation with Namibia in wildlife protection with zero tolerance to illegal activities such as smuggling of wildlife products and others. The two countries should strengthen communication and coordination on international and regional affairs to better safeguard the common interests of Africa and developing countries.

On behalf of the Namibian government and people, Hage Geingob firstly congratulated Xi Jinping again on his election as Chinese President, and congratulated China on its great achievements in economic and social development under the leadership of the Communist Party of China and the Chinese government with Xi Jinping at the core. He wished China success in building itself into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful at an early date. Hage Geingob expressed that he is very pleased to pay a visit to China, which is the best friend of Africa. Namibia and China enjoy a long-standing friendship. The Namibian side attaches great importance to its relations with China, and is willing to elevate the level of bilateral relations, enhance exchanges and cooperation with the Chinese side in such areas as infrastructure, sustainable development, human resources, technology, poverty reduction, people-to-people and cultural engagement, and well implement major cooperation projects, so as to achieve mutual benefit and win-win results. China has never colonized and plundered Africa and always treated small and medium-sized African countries on an equal footing. China had supported Africa's just cause in history, and has continuously helped Africa's development today. China is Africa's sincere partner and friend. The African people oppose unfounded accusations against China. Namibia actively supports cooperation under the framework of the Forum on China-Africa Cooperation, and enhancement of coordination and cooperation between China and Africa in international affairs.

Xi Jinping pointed out that China and Africa have been a community of shared future that goes through thick and thin together as well as a community of shared interests featuring win-win cooperation. China-Africa relations have set an example for South-South cooperation. In the era when China was not well off, the older generations of leaders of China including Chairman Mao Zedong expressed that China ought to support Africa despite its own difficulties. Nowadays, as China has developed, it should offer more help to Africa out of comradeship and strength. China will continue upholding the values of friendship, justice and shared interests and the concept of policy towards Africa featuring sincerity, real results, affinity, and good faith, and closely combine its development with helping Africa's development in a bid to realize win-win cooperation and common development and especially make all African countries strengthen capability of independent sustainable development through China-Africa cooperation. It is believed that China and Africa will join hands to build a closer community of shared future for China and Africa and constantly inject new impetus into the development of China-Africa relations.

After the talks, the two heads of state also jointly witnessed the signing of bilateral cooperation documents in such fields as infrastructure, financing, inspection and quarantine.

Prior to the talks, Xi Jinping held a welcoming ceremony for Hage Geingob at the North Hall of the Great Hall of the People. President Xi Jinping's wife, Mme. Peng Liyuan, Vice Chairman of the Standing Committee of National People's Congress Ji Bingxuan, State Councilor and Foreign Minister Wang Yi, Vice Chairmen of the National Committee of the Chinese People's Political Consultative Conference Ma Biao and He Lifeng as well as others were present.
