Wang Yi noted that the Chinese government and people congratulate Sierra Leone on its decisive victory in fighting against the Ebola epidemic, hoping and believing that Sierra Leone will definitely and completely defeat the epidemic soon.

Wang Yi expressed that the China-Sierra Leone relations are standing at the best period in history. In those days when the Sierra Leonean people fought against the Ebola epidemic, China launched the largest scale foreign aid action on health care, practicing with concrete actions the working policy of "sincerity, real results, affinity and good faith" towards Africa and correct viewpoint of righteousness and benefit put forward by President Xi Jinping and manifesting China's role as a long-term and reliable partner of Africa. China is willing to, together with Sierra Leone, boost unity to translate the advantage of bilateral sincere friendship into driving force for cooperation and build the China-Sierra Leone relations into a model in win-win cooperation and common development.

The first is to intensify cooperation with Sierra Leone in health care. China will help Sierra Leone establish a West African prevention and treatment center covering medical treatment, study and scientific research of tropical diseases at an early date, increase the members of the medical team aiding Sierra Leone, offer more scholarship quotas in medicine, boost technical cooperation and personnel training and give priorities in implementation of exemplary projects in public health.

The second is to boost cooperation with Sierra Leone in mining and production capacity. China will resume the production of the Tonkolili iron ore mine as soon as possible, and help Sierra Leone develop deep-processing of mining products, enhance such labor-intensive industries as steel manufacturing, light textile and household appliances, add value to the resources and create more job opportunities.

The third is to enhance cooperation with Sierra Leone in agriculture and fishery. China will actively encourage Chinese enterprises to carry out cooperation in planting of natural rubber, growing of rice, grain storage, marine fishing, processing of agricultural and fishery products, and other sectors in Sierra Leone, so as to help Sierra Leone achieve food security, develop marine economy and boost incomes from agricultural sector.

The fourth is to strengthen cooperation with Sierra Leone in infrastructure construction. China will urge the Chinese enterprises to start the construction of the new Freetown International Airport as soon as possible and ensure the delivery of the airport with high quality, and to implement the supporting power transmission and transformation project of hydroelectric power plant at an early date. China will encourage and support Chinese enterprises and financial institutions to actively participate in the construction of infrastructure and industrial parks in Sierra Leone.

The fifth is to boost cooperation in human resources development. China will carry out feasibility study in the construction of a "young village" training center, offer more government scholarship quotas to Sierra Leone, increase the training opportunities in technical management dramatically and enhance experience exchanges in governance and administration of state affairs through senior seminar.

Wang Yi noted that China supports Sierra Leone in playing a bigger role in international and regional affairs and stands ready to continue enhancing coordination and cooperation with Sierra Leone in major international and regional affairs including the reform of the UN Security Council to safeguard the legitimate rights and interests of developing nations together.

Samura Kamar expressed gratitude to China for its vigorous assistance to Sierra Leone when it fought against the Ebola epidemic, expressing that the aid from China came the first and played the most effective and significant role, and the Sierra Leonean people will never forget it. China is a major country with important role and influence in the world, and it is highly important for Sierra Leone to carry out cooperation with China in reconstruction in the "post-Ebola" era, on which Sierra Leone places high expectation. The five proposals put forward by Foreign Minister Wang Yi highly accord with the demands of Sierra Leone and will strongly push Sierra Leone and China to realize in-depth cooperation and common development.
