On February 23 and 24, 2016, Ambassador Zhong Jianhua, Special Representative of the Chinese Government on African Affairs, attended the 3rd Ministerial High-Level Partnership Forum (HLPF) on Somalia held in Istanbul, Turkey and delivered a speech.

Ambassador Zhong Jianhua spoke positively of the administrative achievements of the Federal Government of Somalia, stated China's principled stance on the issue of Somalia, and expressed that China will continue to provide assistance within its capability for the peace process and national reconstruction of Somalia.
