Wang Yi Refutes Statement That China's Economic Slowdown Affects African Development

On January 31, 2016 local time, Foreign Minister Wang Yi met the press with Foreign Minister George T. Chaponda of Malawi after talks, and answered questions on whether the slowdown of China's economic development would affects the economic development of African countries upon inquiry.

Wang Yi said that China's stable and rapid development of over 30 years has promoted the economic development of the whole world. Last year, standing up to the pressure of the weak global development, China vigorously deepened reform and achieved a growth rate of 6.9 percent with a GDP base of over 10 trillion USD. It shows that China's development is still the most eye-catching and the biggest engine of the world. China still takes the first place on contributions to the world economic development and Africa is always benefiting from that.

Wang Yi said that the slowdown of African economic development was apparently affected by the international financial crisis, especially by the price decline of primary products of resources. However, in terms of whole Africa, China is not the main export market of African primary products. The amount of import from Africa to China declined indeed, but the quantity didn't decline remarkably. Otherwise how can it support the almost 7 percent growth of China?

Wang Yi pointed out, as the sincere friend of Africa, we always believe that Africa should get rid of the long-term situation as soon as possible that its own development is affected by the price fluctuation of primary products, and should speed up to enhance its self-development capacity. Over the past years, China has constantly increased its investment in Africa to this end. In 2000, China's total investment volume in Africa was less than 1 billion USD while the volume of last year exceeded 100 billion USD, increasing by over 100 times in a short span of over ten years. This growth rate is much faster than that of China-Africa trade.

Wang Yi said that President Xi Jinping announced 10 major China-Africa cooperation plans at the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) at the end of last year. The core contents of the plans are to help Africa accelerate its industrialization process and to improve its self-development capacity to get rid of the plight as soon as possible that Africa's development is affected by the price fluctuation of primary products. Cooperation plans put forward by China on industrialization, agricultural modernization, and infrastructure construction also aim to meet the goal, which are fully in line with Africa's development orientation and demands. In other words, the plans will help Africa further achieve real economic independence after achieving political independence. China values the fulfillment of commitments and always suits its actions to its words. China will conduct the orderly advancement and phrased implementation of what it has promised to Africa. The purpose of my visit to Africa this time is to discuss with African friends on how to fully implement the fruits of the Summit including the 10 major cooperation plans and relevant financing arrangements and how to carry them out into projects which are conducive to Africa's economic development.
