The Contracting Parties shall support direct co-operation between the Croatian Academy of Sciences and Arts and Chinese Academy of Science and Chinese Academy of Social Sciences.
1. CULTURE AND ARTS
The Contracting Parties shall support the exchange of exhibitions of excellent artistic level. Themes of the exhibitions, time of presentation and number of the accompanying persons shall be determined by a subsequent agreement.
a) The Republic of Croatia expresses a desire to present the exhibition "Modern Croatian Graphics" in Beijing and in some other towns in the People's Republic of China in 1999.
b) The Republic of Croatia expresses a desire to present the exhibition "Thousand years of Croatian Sculpture" in Beijing in 2000, which shall be realized according to a special contract.
In the course of the Programme, the Contracting Parties shall exchange one exhibition of art photography.
In the course of the Programme:
a) The Republic of Croatia shall invite Chinese artists to participate in the International Biennial of Drawing in Rijeka. The People's Republic of China shall invite Croatian artists to participate in respective international arts exhibitions in the People's Republic of China.
b) The Contracting Parties shall exchange one each delegations of artists for a one-week tour.
The Contracting Parties shall support direct co-operation between Croatian and Chinese institutions for the protection and preservation of cultural heritage.
The Directorate for the Protection of Cultural Monuments of the Ministry of Culture of the Republic of Croatia expresses a desire to establish co-operation with the Bureau of Cultural Relics of the People's Republic of China for the purpose of exchange of experts and information on the state of cultural heritage in both countries.
The number of experts and duration of their visits shall be determined by a subsequent agreement.
The Republic of Croatia expresses a desire to organize a tour of the Beijing Opera in Croatia in the course of the Programme.
The People's Republic of China shall invite The Zagreb Quarter for a tour in 1999.
In the course of the Programme:
a) The Republic of Croatia shall invite a Chinese folk song and dance ensemble, comprising up to 30 persons, to participate in the Zagreb International Folk Art Festival in 1999.
b) The People's Republic of China shall invite a Croatian folk song and dance ensemble, comprising up to 30 persons, for a tour in China during the second half of the year of 1998.
In the course of the Programme:
a) The Republic of Croatia shall invite a Chinese puppet theatre ensemble, comprising up to 20 persons, to take part in the Zagreb International Puppet Festival in 2000.
b) The People's Republic of China shall invite a Croatian puppet theatre ensemble, comprising up to 20 persons, for a tour in China in 1999.
The Republic of Croatia shall invite a Chinese children's ensemble to take part in the - ibenik International Children's Festival. Time of the visit and number of persons shall be determined by a subsequent agreement.
The Republic of Croatia shall invite a Chinese teacher of traditional Chinese music to lead a master course for young musicians at the Gro - njan Music Youth International Cultural Centre.
The Contracting Parties shall support in their respective countries in the course of the year 1999 a presentation of film achievements of the other country by organizing a week of feature films and a week of cartoon films.
The Republic of Croatia expresses a desire to present the exhibition "Five Centuries of Croatian Encyclopaedia" in the People's Republic of China to be organized by the Lexicographic Institute "Miroslav Krle-a" in Zagreb. The details on the organization of the exhibition shall be subsequently agreed through diplomatic channels.
The Contracting Parties shall exchange one delegation comprising four writers for a ten days tour in the course of the Programme.
In the course of the Programme:
a) The Republic of Croatia shall invite a Chinese writer to take part in the Zagreb Literary Talks.
b)The People's Republic of China shall invite a Croatian writer to participate in an international literary conference in China.
The Contracting Parties shall encourage and support publishing of a Chinese-Croatian and Croatian-Chinese Dictionary as well as of other publications, and in view of that exchange a three-member delegation for a tour of ten days.
The Contracting Parties shall support the exchange of scientific and literary translators. The number of translators and duration of their visits shall be determined by a subsequent arrangement.
The Contracting Parties shall encourage and support translations of literary and other works of importance written by Croatian and Chinese authors.
The Republic of Croatia proposes further continuation of co-operation between the International Permanent Exhibition of Publications (ISIP) IN Zagreb and relevant Chinese publishing houses.
The Contracting Parties shall support direct co-operation between national and university libraries, and in view of that shall exchange one delegation of experts for a one-week tour in the course of the Programme. The number of experts and time of visits shall be determined by a subsequent arrangement.

The Contracting Parties shall support co-operation between radio and TV houses based on direct arrangements on exchanges of programmes and experts.
The Contracting Parties shall support co-operation of their respective National Commissions for UNESCO, and in view of that consider the possibilities for joint activities and co-operation in international projects.
II. EDUCATION
The Contracting Parties shall support the establishment of direct co-operation between the universities of the two countries, and especially the already established co-operation.
The universities, having already established co-operation, shall exchange scholars according to their needs and possibilities, based on their direct arrangements.
In the course of the Programme each Contracting Party shall exchange two (2) scholarships a year for undergraduate, graduate and specializing studies. In case that one of the Parties expresses a wish to increase the number of scholarships, it shall be subsequently agreed between the Parties through diplomatic channels.
The Contracting Parties shall support the studies of language and literature of the other Contracting Party at their respective universities. Towards that end Contracting Parties would create conditions for opening lectureships and Centres for Chinese and Croatian languages. Both Parties would invite lecturers of other Party in accordance with its needs and financial possibilities, based on the principle of reciprocity; and the details would be discussed subsequently.
The Contracting Parties shall continue their activity on preparing an agreement on mutual recognition of certificates, academic titles and diplomas.
In the course of the Programme the Contracting Parties shall exchange one three to five-member delegation of experts in the field of education for a study tour, and the details shall be subsequently agreed through diplomatic channels.
III. SPORTS
The Contracting Parties shall support co-operation in the field of sports, and the programme shall be subsequently agreed by the state bodies responsible for sports.
IV. JOURNALISM
The Contracting Parties shall support co-operation and exchanges between their respective journalists' associations and news agencies on the bases of direct arrangements.
V. GENERAL PROVISIONS
Provisions on exchanges of delegations are as follows:
a) At the latest two months in advance, the Sending Party shall send the Receiving Party information on the delegation members and requirements concerning their visit.
b) After receiving a confirmation of the visits, the Sending Party shall inform the Receiving Party of the exact time and place of arrival, and the carrier at the latest twenty days prior to the arrival.
General provisions on exchange of exhibitions are as follows:
a) At the latest four months in advance, the Sending Party shall provide materials necessary for the exhibition (scheme for presentation, illustration text, list of objects, data on the premises for the exhibition, the data for a catalogue, posters and other materials for promotion).
b) At the latest fourteen days prior to the opening of the exhibition, the Sending Party shall give over the objects for exhibiting to the Receiving Party.
c) The Receiving Party shall be responsible for the safety of the objects to be exhibited. In case of loss or damage, the Receiving Party shall provide the Sending Party with all materials about the incident, and provide assistance when making claims to the insurance company. All the costs of collecting data shall be covered by the Receiving Party.
d) The Receiving Party shall not repair damaged objects of the exhibition without consent of the Sending Party.
General provisions on the exchange of students are as follows:
a) Each year up to May 1st at the latest, the Sending Party shall provide the name list and required data to the Receiving Party; the Receiving Party shall inform the Sending Party of the arrangement result for the exchange students until July 1st.
b) The studying period for students and graduates shall be harmonized in accordance with the time of schooling of the Receiving Party; the studying period for professionals undergoing special training shall be one year (their language courses prior to that are not included).
c) Undergraduate students and graduates should have a good command of the language of the Receiving country prior to being enrolled in major studies, professionals attending special training should have a basic command of the language of the Receiving country. With consent of the Receiving Party, some high-ranking professionals can use English as working language. The Receiving Party shall provide language training necessary for those students without any knowledge of its language.
Main provisions regulating the exchange of lecturers are as follows:
a)The Sending Party proposes candidates for lecturers at latest up to the end of May of a current year for the coming school year.
b)Lecturers are engaged for a period of least one (1) school year, with a possibility to extend the arrangement up to two (2) school years at the most.
VI. FINANCIAL PROVISIONS
Financial provisions on exchange of delegations and persons are as follows:
a) The Sending Party shall cover the international return fare and luggage-expenses to the capital city of the Receiving Party.
b) The Receiving Party hall cover the staying expenses including lodging, food, interpretation, transportation and recreation as arranged by the visit schedule, medical care costs including medicine necessary in case of acute disease or injury at work, and per diem.
c) In case of a need, the Receiving Party shall cover the airport fee for the visitors.
Financial provisions on the exchange of groups of artists are as follows:
a) The Sending Party shall cover the costs of international return fare, transportation of stage properties, costumes and musical instruments.
b) The Receiving Party shall cover the costs of lodging, food (three meals; snack and drinks at the time of performance), interpreter, internal transportation (for activities within the cities a bus should be allotted for the exclusive use by the group), organization and publicity costs necessary for the performance, medical care costs including medicine necessary in case of acute disease or injury at work, and per diem.
Financial provisions on the exchange of exhibitions are as follows:
a) The Sending Party shall cover the costs of return freight and insurance to the capital city of the Receiving Party.
b) The Receiving Party shall cover the costs of internal transportation, premises, publishing catalogues and posters, promotion and other technical services necessary for the exhibition.
c) Provisions of Article 36 shall be applied to persons accompanying the exhibition.
Financial provisions on the exchange of students(undergraduates, graduates and postgraduates) are as follows:
a) The Sending Party shall cover for the exchange students the costs of international return fare to the capital of the Receiving Party. The Receiving Party shall cover the transportation from its capital to the city of their studies.
b) On the basis of reciprocity, each Contracting Party shall provide appropriate conditions of accommodation and education to students during their stay in the host country (accommodation, food, health insurance, public transportation per diem, etc.).
Financial provisions on the exchange of lecturers are follows:
a) The Contracting Parties shall provide professional literature needed for the lectureships.
b) The Sending Party shall cover for the lecturer the costs of international return fare to the capital of the Receiving Party, and the Receiving Party shall the travel costs from the capital to the town of lectureship.
c) The Contracting Parties shall provide appropriate accommodation to a lecturer. The Receiving Party shall cover the costs of heating, water, electricity and gas.
d) The Contracting Parties shall also cover.
-- a salary in the amount stipulated by national regulations of the two countries, corresponding to the amount determined for foreign lecturers in the Republic of Croatia, respectively the People's Republic of China.
-- health insurance according to national legislation;
-- covered public transportation within the town.
The Programme shall enter into force on the date when the Contracting Parties notify each other through the diplomatic channel that all conditions required by the national legislation for its entry into force have been fulfilled.
The Programme shall remain in force until the end of 2000.
The Programme has been signed in Beijing on the day of 27th February 1998, in two originals, each in the Chinese, Croatian and English languages, all the three texts being equally authoritative.
